Flood update for Riley and Pottawatomie Counties for Sunday, May 26

FLOOD UPDATE FOR RILEY AND POTTAWATOMIE COUNTIES MAY 26, 2019

(RILEY AND POTTAWATOMIE COUNTIES, KS – May 26, 2019) Tuttle Creek Lake is expected to reach an elevation of 1132.96 feet by Monday May 27, 2019. No Evacuation Advisories have been issued for any parts of Riley County or Pottawatomie County as of this news release. Residents are advised to remain alert and make preparations in case evacuation becomes necessary. If the lake level is forecast to reach 1136 feet, the US Army Corps of Engineers will begin surcharge operations and use the outlet works (the tubes) in an effort to keep Tuttle Creek Lake below that elevation.

 

On Saturday, May 25 the USACE advised all campers and visitors to leave the Rocky Ford and Riverpond areas of Tuttle Creek State Park below the dam. The sites will be closed effective Sunday, May 26 at 8 p.m.

 

The Kansas Highway Patrol will close all vehicle access on eastbound Kansas Highway 13 (at the start of road across the dam) at 7 a.m. on Monday, May 27. Access to Tuttle Cove Road and Riley County Fire Station 12 off Highway 13 will remain open. There have been many safety concerns from the Kansas Highway Patrol due to large amounts of vehicle and pedestrian traffic.

 

The Riley County Health Department is providing a Special Medical Needs Form intended for individuals or their loved ones whose health condition would necessitate additional resources should an evacuation become necessary or should their homes lose power or be damaged by water. The form can be accessed online at https://www.rileycountyks.gov/FormCenter/Flood-Forms-14/Flood-Evacuation-Special-Medical-Needs-F-187. The Riley County Health Department can also be reached at (785) 776-4779. Please be as detailed as possible when completing the form. Once received, Emergency Services from Riley County and the City of Manhattan will store the information provided to be used to allocate resources as efficiently and effectively as possible.

American Red Cross is establishing shelter locations and resources in the event residents are evacuated. No evacuation advisories or orders have been issued and no shelter locations have been opened.

 

Riley and Pottawatomie Counties have ordered additional inventory of tetanus booster (TDAP) shots for emergency responders, clean-up crews, and others exposed to flood waters or debris from clean-up efforts. Riley County Health Department will be administering TDAP vaccine during the Northview Block Party on June 1, 2019, 11 a.m. to 2 p.m., at Northview Park (510 Griffith Drive).

 

The National Weather Service has issued a Flash Flood Watch in effect through Monday morning, May 27. Scattered to numerous strong thunderstorms are expected late this evening and through tonight. These storms may produce very heavy rainfall and flash flooding, especially near Wildcat Creek. Monitor forecasts and be prepared to take action if Flash Flood Warnings are issued.

If a release from the spillway gates becomes necessary, residents downstream will be notified as soon as information is available.

If evacuation becomes necessary, residents will be notified to leave the area and seek shelter out of the floodplain. Announcements will be made on the Riley and Pottawatomie County Emergency Alert Systems including Everbridge, Wireless Emergency Alert (WEA or IPAWS) to every cell phone in the impacted areas, voice sirens in the areas will be activated, local media will be broadcasting the notice, and emergency personnel will go door to door notifying residents of the need to evacuate.

 

Notification types and meanings:

 

Residents of projected flood affected areas may receive one or all of the following depending which of the respective evacuation zones they live in:

 

  1. High Water Advisory– An advisory that notifies residents or property owners that their property may receive high water or their access to their property may be impacted.
  2. Evacuation Advisory– An advisory to notify residents or property owners that their property may be flooded or their access to the property may be impacted, evacuation is recommended, and that they may be ordered to evacuate in the near future.
  3. Evacuation Order– A notification of “Imminent Danger” to notify residents or property owners that their property may be flooded or their access to the property may be severely impacted. This order to evacuate is considered as mandatory for non-residents as a curfew is important for security of the affected areas.

KBI: Junction City police officer arrested for alleged domestic battery

GEARY COUNTY– Law enforcement authorities are investigating a police officer for domestic violence.

On Monday, special agents of the Kansas Bureau of Investigation (KBI) arrested Junction City Police Lieutenant, Jason Waryan, according to a media release from the agency.

The Junction City Police Department contacted the KBI at approximately 1 p.m. on Monday to request an investigation into a domestic violence incident.

The incident occurred in the early hours of the morning between on-duty Lieutenant Jason Waryan, 39 and his live-in girlfriend, Krysteen Harbert, 27. The incident occurred on the 700 block of McClure St in Junction City. Waryan was arrested for domestic battery and criminal restraint. Harbert was arrested for domestic battery.

The KBI released no additional details late Monday.

Thunderstorms rumbled through the region Tuesday evening

Severe thunderstorm and tornado warnings dotted the east central Kansas region Tuesday evening.

There were tornado warnings for southeastern Dickinson and northwestern Morris Counties. plus northwestern Riley and northeastern Clay Counties. Both were radar indicated rotations. No tornado was reported on the ground.

There were multiple severe thunderstorm warnings including one for all of Geary County. There was heavy rain but no other problems reported. Other severe thunderstorm warnings covered parts of Dickinson, Morris, Clay, Riley, Wabaunsee and Pottawatomie Counties.

The good news is that Wednesday is expected to be a sunny, dry day.

RILEY COUNTY —To ensure dam safety, the Kansas City District, U.S. Army Corps of Engineers will begin to increase the water release from Tuttle Creek Dam in Manhattan Wednesday as runoff from rains over Memorial weekend are expected to fill the reservoir’s remaining flood storage capacity.

According to a media release from city of Manhattan, based on water already in the Little and Big Blue Rivers, releases are expected to be set at 15,000 cubic feet per second. Tuttle Creek Dam will slowly increase water through the outlet works starting at 7:00 a.m. and continuing into the afternoon.

Sirens near the dam and Rocky Ford Fishing Area will he sounded with each increase in release. These are not flood warnings. Flood warning sirens are spoken words, not tones.

This amount of water is not expected to cause any flooding downstream and no evacuation notices have been issued. If any announced releases are expected to cause flooding downstream, evacuation notices will be issued for impacted areas. The release will be managed from the outlet works (the tubes) and is expected to stay within the river channel. Additional rainfall is forecast and USACE staff are monitoring the situation 24 hours a day.

“This release will help slow down the rise of the lake. We’re definitely not out of the woods yet, but this release is a positive development for our community,” said Scott French, Manhattan Fire Chief and current Incident Commander.

Officials in Riley County, Pottawatomie County, and the City of Manhattan will continue to prepare for potential flooding throughout the area. Credentialed personnel will be visiting flood prone neighborhoods in Manhattan and in rural areas, going door-to-door to make sure residents are aware of the flood risks. These personnel will also be gathering information from residents including how many people are in the household, asking if the occupants have flood insurance, and also asking if there are any people in the home with medical needs that would make evacuation difficult if that time comes.

Knowing the existing medical needs will help emergency personnel plan for safe evacuation appropriate shelter environments for people with medical conditions. Residents are encouraged to ask for credentials from people who visit their home. A Flood Evacuation Special Needs form is also available for both counties.

High water advisory issued at mid-day Wednesday for Tuttle Creek Lake

A high water advisory has been issued for Tuttle Creek Lake and the surrounding area in Manhattan, KS. It means residents are notified to prepare for potential high water that may impact your home, business, or nearby roads. No evacuations have been issued at this time.

Emergency personnel with official identification cards will continue visiting households in flood prone areas to make people aware of the potential danger. They will ask for information about the number of people in the household, if occupants have flood insurance, and if anyone in the home has medical needs that would make evacuation difficult. This information will allow emergency responders to prepare for safe evacuation and alert the American Red Cross to any special needs to help set up future shelters. No shelters are open at this time.

  1. High Water Advisory– Notifies residents to prepare for potential high water that may impact homes, businesses or nearby roads. (Low risk)
  2. Evacuation Advisory– Notifies residents that they may need to evacuate in the near future because high water is expected to impact homes, businesses, and nearby roads. (Moderate risk)
  3. Evacuation Notice– A notification of Immediate Danger. Residents are advised to evacuate because water will severely impact homes, businesses, and nearby roads. For security reasons, a curfew will be established. (High risk.

The Latest: Kansas lawmakers fail to override tax bill veto

TOPEKA, Kan. (AP) — The Latest on the Kansas Legislature (all times local):
The Republican-controlled Kansas Legislature has failed to override Democratic Gov. Laura Kelly’s veto of an income tax relief bill pushed by GOP leaders.The vote Wednesday in the House was 78-39, but Republican leaders needed a two-thirds majority of 84 votes in the 125-member chamber.

The bill was designed to provide relief to individuals and businesses paying more in state income taxes because of changes in federal tax laws at the end of 2017.

It would have provided about $240 million in tax relief over three years. Kelly argued that it would “decimate” the state budget.

Republican leaders argued that it’s not fair to allow some Kansans to automatically pay more in state taxes because of the federal changes. But some GOP moderates backed Kelly’s veto.

A protest by supporters of Medicaid expansion in a Kansas Senate gallery has temporarily shut down its work on other issues and led to the arrest of nine protesters.

The Republican-controlled Legislature did not plan to consider Medicaid expansion Wednesday, its last scheduled day in session this year. But about 40 protesters arrived at the Statehouse to protest in favor of it. The Kansas House passed a plan favored by Democratic Gov. Laura Kelly in March, but the state Senate never debated it.

The protest started when the Senate began considering overriding Kelly’s vetoes of several items in the next state budget. The protesters refused to stop singing and chanting. The Senate suspended its work and closed the gallery.

Harrison Hems, the Senate president’s chief of staff, says nine protesters were arrested.

Top Republican legislators in Kansas were preparing to test Democratic Gov. Laura Kelly’s power to shape the state budget and hold off a GOP push for income tax relief.

The Republican-dominated Legislature was convening Wednesday for its final day in session this year with Republicans looking to override Kelly’s veto of a GOP tax relief bill and vetoes of several spending items included in the next state budget. Those items included an extra $51 million payment to the state’s public pension system. Kelly argued that her vetoes promoted budget stability.

Republicans had the two-thirds majorities in both chambers needed to override vetoes. But GOP leaders worried that a few moderate Republicans might back Kelly or that a few lawmakers might not show for what is often a brief adjournment ceremony.

USDA to host Career Fair for NBAF job applicants

The U. S. Department of Agriculture will host a Career Fair for applicants seeking job opportunities at the USDA National Bio and Agro-Defense facility on June 4th from 10 a.m. to 7 p.m. and June 5th from 9 a.m. to 5 p.m. at Kansas State University Office Park, 1880 Kimball Avenue in Manhattan.

During the Career Fair, USDA will be accepting resumes and conducting interviews to fill NBAF positions. USDA will be recruiting for IT professionals, facility maintenance personnel and administrative support positions. A full list of positions will be available upon arrive. In addition to the job fair, USDA will be recruiting highly technical, select agent specialist, containment operation and veterinary medical officer positions through USAJOBS, various scientific associations, and other sources.

Onsite training will be provided on “How to Navigate USAJOBS” to assist applicants and educate the community regarding how to apply for federal careers–as hiring for NBAF will continue for the next two to three years before full operating capacity is reached. Eventually, approximately 400 personnel will staff the facility.

NBAF is designed to help protect the United States against the threat of foreign animal diseases and will support global health and food security. Safeguarding agricultural interests and livestock also protects the economy because agriculture, food and food processing contribute more than $3.9 trillion to the U.S> economy each yeasr–22 percent of the domestic economy.

Outflow increasing from the Tuttle Creek outlet works

(MANHATTAN, KS – May 30, 2019) Outflow at Tuttle Creek Dam has increased to 27,500 cfs (cubic feet per second) through the outlet works, commonly referred to as the tubes according to the United States Army Corps of Engineers.

“Everybody wants to know when we’re going to open the spillway gates,” Brian McNulty, US Army Corps of Engineers said. “At this point, we do not have any plans to, but the timing is up to Mother Nature right now.”

With this increase, the Emergency Operations Center does not expect to see any significant increase in the risk associated with potential flooding downstream.

An Evacuation Advisory remains in effect for areas of the Northview neighborhood including the Dix Edition, Berry Streets, Countryside Estates Mobile Home Park, and Rocky Ford Mobile Home Park. Additional police officers are patrolling the areas under the evacuation advisory to ensure safety.

Residents may need to evacuate in the near future because high water is expected to impact homes, businesses, or nearby roads in the next 24 to 48 hours. If desired, residents in these areas can evacuate at any time.

The American Red Cross has a shelter location at Westview Church, 615 Gillespe Drive, for anyone in the potential flood area. This is a pet-friendly shelter, for pet owners also staying at the shelter.

Local, area FFA members earn Ford Trucks/Built Ford Tough Scholarships

MANHATTAN — Local and area FFA members were among the 60 Kansas students awarded $1,000 Ford Trucks/Built Ford Tough Scholarships during the third session of the 91st Kansas FFA Convention, Wednesday-Friday, on the Kansas State University campus.

The Built Ford Tough FFA Scholarship Program recognizes FFA members’ talents and accomplishments while encouraging their future academic achievements.

“We appreciate this financial support from Ford Truck/Built Ford Tough which will further these students’ educational goals,” said Michael Dowd, Kansas FFA State Vice President. “We’re proud to recognize these students for their commitment to FFA and the leadership they display in their chapters and communities.”

Kicker Country Stampede announces move to Heartland Park in Topeka due to flooding

Manhattan, Kan.— Due to severe flooding and uncertainty of the safety of event grounds, Country Stampede officials have announced an alternative location for the 2019 music festival, according to a media release on the festival web site.

The festival set for June 20-22 will be held at the Heartland Motorsports Parklocated at 7530 SW Topeka Blvd, Topeka, Kansas.

“Safety is our main concern. The severe weather prompted us to partner with the good folks over at Heartland Motorsports in Topeka, just 45 minutes away to insure all of our concert goers will be out of harms way.

We are maintaining the integrity of what we currently have in place to our new location,” says Wayne Rouse, president of Country Stampede.

Harvesters food notice for Westview Community Church

Due to the fact that the Westview Community Church at 615 Gillespie Drive in Manhattan has been designated as an American Red Cross Disaster Relief site, the church will not be able to do the Harvesters free food pantry on June 7th.

The announcement was made by church spokesman KC Gladstone.

Tuttle Creek Lake elevation stabilized

(MANHATTAN, KS – May 31, 2019) Outflow at Tuttle Creek Dam increased to 30,000 cubic feet per second at 12 p.m. on Friday, May 31, through the outlet works (the tubes). With the current outflow, lake elevation has stabilized. The Kansas River water levels continue to decrease.

“The key is the lake inflows are all reducing,” Riley County Emergency Management Director Pat Collins said. “And as long as we don’t get additional rain in the Tuttle Creek basin, we could see the lake elevation decreasing.”

The eastbound lane of the Blue River Road bridge at Cedar Creek in Pottawatomie County is closed to keep traffic off of the area behind the end of the bridge where the embankment is undermined.  This is signed and coned off as a one-lane bridge until repairs can be made.  This will not be possible until water levels recede. The bridge is open, but reduced to one lane.

An Evacuation Advisory remains in effect for areas of the Northview neighborhood including the Dix Addition, Berry Streets, Countryside Estates Mobile Home Park, Rocky Ford Mobile Home Park and parts of Hunters Island. Additional police officers continue to patrol the areas under the evacuation advisory to ensure safety and monitor water levels.

If residents in the advisory area wish to evacuate, the American Red Cross has a shelter location at Westview Church, 615 Gillespie Drive, for anyone in the potential flood area. This is a pet-friendly shelter, for pet owners also staying at the shelter.

 

 

Kansas man dead, one hospitalized after Riley Co. crash

RILEY COUNTY — One person died in an accident just after 1p.m. Friday in Riley County.

The Kansas Highway Patrol reported a 2013 Ford Focus driven by Daniel Joseph Gray, 29, Lawrence, was northbound on U.S.24 four miles east of Riley.

The driver attempted to navigate a left turn and collided with 2004 GMC Yukon driven by Larmar E. Whitson III, 48, Blue Rapids, that was southbound on U.S. 77.

Whitson was pronounced dead the scene. Jill Whitson, a passenger in the Yukon, was transported to the hospital in Topeka. The KHP did not report her age or hometown.

Gray, one passenger in the Ford and two additional passengers in the SUV Haylee Whitson, 18 and Emma Whitson, 12; both of Blue Rapids were not injured.

All six were properly restrained at the time of the accident, according to the KHP.
