Emergency Operations Center goes to 12 hour staffing

(MANHATTAN, KS – June 1, 2019) The current inflow into Tuttle Creek Lake is less than the present outflow of 30,000 cfs (Cubic Feet per Second).

Outflow at Tuttle Creek Dam increased to 30,000 cfs through the outlet works, commonly referred to as the tubes, on Friday. This increase was made in order to combat inflow into the lake. The lake level is currently 1135.63’ (down from 1135.88’ where the lake peaked late last night).

“While lowering lake levels are a positive thing, I want to remind our community in those flood prone areas that there is still need for preparedness. We have staff at our Emergency Operations Center who continue to monitor the situation,” Pat Collins, Riley County Emergency Management Director said.

With the elevation decrease, and to best reserve resources, the Flood Information Hotline and the Emergency Operations Center will now be staffed from 7:30 a.m. to 7:30 p.m. daily. Emergency services continue to monitor the situation closely to ensure updated, accurate information is released to the public in a timely manner.

An Evacuation Advisory remains in effect for areas of the Northview neighborhood including the Dix Edition, Berry Streets, Countryside Estates Mobile Home Park, and Rocky Ford Mobile Home Park. Police officers are patrolling the areas under the evacuation advisory to ensure safety.

The American Red Cross has a shelter location at Westview Church, 615 Gillespe Drive, for anyone in the potential flood area. This is a pet-friendly shelter, for pet owners also staying at the shelter.

The US Army Corps of Engineers said Tuttle Cove and Stockdale Park will remain closed for the duration of the 2019 season due to ongoing flooding and extensive damage. Visitors who made campsite reservations will be provided a full refund via the reservation service.

Riley, Geary Co. added to federal emergency declaration for Kansas

TOPEKA —The State Emergency Operations Center continues to remain activated 24/7 to monitor flooding impacting the state.

According to a media release from the Adjutant General’s Department, Fifteen additional Kansas counties have been added to a federal emergency declaration for Kansas. The counties added to FEMA-3412-EM are Allen, Doniphan, Dickinson, Douglas, Geary, Jefferson, Leavenworth, Linn, Lyon, Marshall, Morris, Pottawatomie, Riley, Saline, and Wabaunsee.

The 18 counties originally named in the federal emergency declaration from President Donald Trump were Anderson, Butler, Chautauqua, Cherokee, Coffey, Cowley, Crawford, Elk, Franklin, Greenwood, Harvey, Montgomery, Neosho, Osage, Reno, Sumner, Wilson, and Woodson. An emergency declaration supplements state and local government efforts for required emergency measures to save lives and to protect property and public health and safety, or to lessen or avert the threat of a catastrophe through direct federal assistance for emergency protective measures.

Two additional counties (Gray and Norton) were added to the state disaster proclamation signed by Governor Laura Kelly May 9 which brings the total to 60. Counties currently named in the declaration are Allen, Anderson, Barber, Barton, Butler, Chase, Chautauqua, Cherokee, Clark, Clay, Cloud, Coffey, Comanche, Cowley, Crawford, Dickinson, Doniphan, Douglas, Edwards, Elk, Ellsworth, Franklin, Geary, Greenwood, Harper, Harvey, Hodgeman, Jefferson, Kingman, Leavenworth, Lincoln, Linn, Lyon, Marion, Marshall, McPherson, Meade, Montgomery, Morris, Nemaha, Neosho, Osage, Ottawa, Pawnee, Phillips, Pottawatomie, Pratt, Reno, Rice, Riley, Rush, Russell, Saline, Sumner, Wabaunsee, Washington, Wilson, and Woodson.

Tuttle Creek is releasing water at 30,000 cubic feet per second and has begun to stabilize. Kansas Gas Service, as a precautionary measure, discontinued service to the identified potentially impacted areas. This was done as a proactive measure, should flooding occur, because their technicians’ ability to safely access those areas in the event of a natural gas emergency would be at risk. The Kansas Gas Service has temporarily shut off meters in certain areas of Manhattan including: Dix Addition, S. Manhattan Ave., Berry Streets and Countryside Estates Mobile Home Park. Service technicians left door hangers to notify impacted customers and will return to restore service as soon as weather conditions have stabilized.

John Redmond Reservoir has stabilized but is still being monitored by the U.S. Army Corps of Engineers.

The Verdigris River has seen decreases with minor flooding levels in Independence and Coffeyville. The levees along the Verdigris River near Coffeyville continue to be monitored.

The American Red Cross is providing support to persons affected by flooding and tornados. One shelter, which is also a pet shelter, is currently open in Riley County at the Westview Community Church, 615 Gillespie Drive, Manhattan.

Ten shelters are on standby in Dickinson, Jefferson, Montgomery, Neosho, Reno, Saline and Wabaunsee Counties.

Two other pet shelters are on standby. The Kansas State Animal Response Team is supporting pet shelter needs, as requested.

Staff from the Department of Agriculture, Division of Water Resources and local emergency management officials have been monitoring the reclamation dam located in Nemaha County. The dam appears to have stabilized due to the decrease of water draining into the water shed.

The Kansas Department of Health and Environment Bureau of Vital Statistics has temporarily suspended the provisions of the regulatory statutes and rules and regulations prescribing the requirement for fee assessment for people who need to obtain certified copies of birth and marriage certificates that were lost in the May 28 tornadoes which swept through Douglas, Leavenworth, Mitchell, Osborne and Washington counties.

The KDHE Office of Vital Statistics will begin providing assistance to disaster victims who need to replace birth and marriage certificates for their immediate family on June 3. This service will end August 2. This offer is not available to anyone who has not been verified as a victim in the damaged area in the above stated counties on May 28.

The Kansas Army National Guard continues to provide support to KDEM. The Kansas National Guard’s Joint Operation Center is staffed 24/7 and coordinate requests for assistant from KDEM. Soldiers with the 635th Regional Support Group, Wichita; 69th Troop Command, Topeka; 130th Field Artillery Brigade, Manhattan, have been tasked with hauling pallets of water, providing High Water Evacuation Teams in support of water rescue efforts, and assisted Coffeyville with building up their levee.

Airmen from the 184th Intelligence Wing, Kansas Air National Guard’s, Unclassified Processing Assessment and Dissemination continue to support KDEM with geospatial imagery. The 184th IW mobilized their Mobile Emergency Operations Center to Coffeyville to assist with monitoring the levee when water levels rose along the Verdigris River.

Airmen from the 190th Air Refueling Wing, Kansas Air National Guard, are supporting the disaster response operations with logistics and power generation support.

The Kansas Wing of the Civil Air Patrol continues to conduct aerial photography of flooding and tornado damage as requested by KDEM.

4 hospitalized after driver falls asleep on I-70

WABAUNSEE COUNTY— Four people were injured in an accident just before 8a.m. Sunday in Wabaunsee County.

The Kansas Highway Patrol reported a 2008 Chevy Impala driven by Angelica Lee Lynch, 37, Sedalia, was eastbound on Interstate 70 one mile east of Kansas 99.

The driver fell asleep at the wheel. The vehicle left the roadway on the south side. The driver over corrected and the vehicle re-entered the roadway. The driver again over corrected and the vehicle left the roadway to the south again, struck the embankment and overturned.

Lynch and passengers Brandon Michael Lynch, 18; Erica Javonta Grant, 29; and Timothy Linell Peck, 29, all of Sedalia, were transported to the hospital in Topeka. Only the driver was wearing a seat belt, according to the KHP.

Evacuation advisory ends, high water advisory in effect

Residents staying at the American Red Cross shelter are in the process of returning home as the shelter begins the process of closing. The shelter will close at 10:00 a.m. on June 3, 2019. The American Red Cross will assist residents as they transition from the shelter back to their residence.

According to the U.S. Army Corps of Engineers, the current inflow into Tuttle Creek Lake is less than the present outflow, which remains at 30,000 cfs (Cubic Feet per Second) through the outlet works, commonly referred to as the tubes. The lake level is currently 1135.24 and decreasing.

“While we have made great strides, that doesn’t mean that our community is in the clear. Please, continue to stay informed,” said Pat Collins, Riley County Emergency Management Director. Emergency services will continue to monitor lake elevations and weather forecasts around the clock to ensure updated, accurate information is released to the public in a timely manner.

With the elevation decrease, and to best reserve resources, the Flood Information Hotline and the Emergency Operations Center will continue to be staffed from 7:30 a.m. to 7:30 p.m through Sunday June 2. As the lake level changes, hotline staffing will be reevaluated and any changes will be posted. Auto dealer Dick Edwards has died

MANHATTAN—Dick Edwards, the owner of Dick Edwards Auto Plaza in Junction City, has died. Yorgenson-Meloan-Londeen Funeral Home in Manhattan confirmed he passed away Sunday.

Edwards began his career selling vehicles in Augusta in 1963 and later moved to Manhattan to start Dick Edwards Ford, which he owned for many years.

In 2013, he opened Dick Edwards Auto Plaza in Junction City at the corner of Interstate 70 and U.S. 77.

Corps of Engineers to begin water release from Milford Lake

GEARY COUNTY—The Army Corps of Engineers will begin releasing 4,000 cubic feet of water per second on Monday, according to Geary County Emergency Management.

The Corps has been required to hold water at the 25 cfs low-flow level since March 12, due to the need to retain water to prevent downstream flooding.  As of Sunday the lake level had exceeded 1172 feet.

RCPD investigating theft of 2015 Ford Mustang

MANHATTAN —Law enforcement authorities are investigating a vehicle theft. Just after 10p.m. Sunday, police filed a report for motor vehicle theft in the 400 block of S 4th Street in Manhattan, according to the Riley County Police Department activity report.

An unknown suspect took the victim’s 2015 Ford Mustang. The estimated total loss associated with this case is approximately $15,000.00.

Police ask that anyone with information please contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.00.

Quest Diagnostics: 12M patients may have financial, personal info breached

SECAUCUS, N.J., – American Medical Collection Agency (AMCA), a billing collections service provider, has informed Quest Diagnostics that an unauthorized user had access to AMCA’s system containing personal information AMCA received from various entities, including from Quest, according to a media release from the blood testing provider with  many locations in Kansas and nationwide.

AMCA provides billing collections services to Optum360, which in turn is a Quest contractor. Quest and Optum360 are working with forensic experts to investigate the matter.

AMCA first notified Quest and Optum360 on May 14, 2019 of potential unauthorized activity on AMCA’s web payment page. On May 31, 2019, AMCA notified Quest and Optum360 that the data on AMCA’s affected system included information regarding approximately 11.9 million Quest patients. AMCA believes this information includes personal information, including certain financial data, Social Security numbers, and medical information, but not laboratory test results.

AMCA has not yet provided Quest or Optum360 detailed or complete information about the AMCA data security incident, including which information of which individuals may have been affected.  And Quest has not been able to verify the accuracy of the information received from AMCA.

Quest is taking this matter very seriously and is committed to the privacy and security of our patients’ personal information. Since learning of the AMCA data security incident, we have suspended sending collection requests to AMCA.

Quest will be working with Optum360 to ensure that Quest patients are appropriately notified consistent with the law.

GEARY COUNTY  — Law enforcement authorities are investigating two suspects on drug charges after an I-70 traffic stop in Geary County.

Just before 11:30p.m.Monday, deputies arrested 27-year-old Alyssa Hedman, Manhattan, on suspicion of Possession of Methamphetamine, Possesson of Drug Paraphernalia and Obstruction, according to a media release.

They also arrested 62-year-old John Roberts, Hutchinson, on suspicion of Possession of Methamphetamine With the Intent to Distribute, Possession of Drug Paraphernalia, Possession of Marijuana, No Drug Tax Stamp, a Pottawatomie County District Court warrant alleging worthless checks and a Riley County District Court warrant alleging worthless checks.

TOPEKA, Kan. (AP) — A Kansas commission voted Monday to give state employees a break on health insurance rates after they endured years of significant increases.

The Kansas Employees Health Care Commission voted unanimously to either reduce state employees’ rates 6% for plans that include spouses, families or retirees, while keeping other plan rates flat. At the same time, the state will increase its contribution to the state insurance fund by 4.5%, The Topeka Capital-Journal reported.

Under former Gov. Sam Brownback, the state reduced contributions by 8.5 % in 2015 to secure cash to balance the state budget, then imposed rate increases from 2016-18 of 36.7 %, 30.4 % and 31.7 % for employees with spouses or families participating in the state insurance plan.

“There was no way an employee could have begun to plan for those types of increases,” said Kansas Insurance Commissioner Vicki Schmidt, a Republican who was elected in November.

As the state shifted the burden of supporting the health care fund to employees, fund reserves dropped from $195 million in 2014 to a low of $24 million in 2017. After Monday’s decision, the reserve balance is expected to increase from $48 million to $52 million next year.

“You can argue pretty conclusively the reason the balance slipped so low is the state lowered its contributions substantially at a time when expenses were going up,” said Duane Goossen, the interim secretary of administration under Gov. Laura Kelly, a Democrat.

Cheryl Buxton, president of the Employee Advisory Committee, which includes current and former employees who are active in the health insurance plan, said employees will be pleased with the combination of decreased health insurance costs and a pay increase the Legislature included in the new state budget.

Commissioners expressed interest in passing along more savings but long-term forecasts suggested modest increases would be needed to maintain a targeted reserve balance as health costs rise.

“I would not support getting wild and crazy with minus 30% increases,” Schmidt said. “We have to be responsible, I understand. We’re adulting now.”

The committee also approved savings for employees using a high-deductible plan. After the deductible is met, employees will pay 10% of health costs instead of the current 20% rate. And employees who leave state jobs will be allowed to keep their health insurance through the end of the month. During Brownback’s administration, workers lost their insurance the day their employment ended.

State employees faced insurance premium increases of more than 30 percent for three consecutive years during Republican Gov. Sam Brownback’s administration. That came while millions of dollars in state payments were diverted from the health insurance fund to help balance the state budget.

Kelly said she was troubled by mismanagement of the state employee health insurance plan during the last administration. She says her administration has been reviewing options to help give state employees some relief.

The Kansas State Employees Health Care Commission is meeting Monday to consider reductions or no increase for employees’ 2020 health insurance rates.


Sheriff issues alert after man rescued from fall into Kansas River

WABAUNSEE COUNTY— Authorities issued an alert to the public after a successful water rescue in Wabaunsee County.

Just before 9p.m. Tuesday, authorities responded to a distress call for a man who accidentally fell into the Kansas River after the bank gave way, according to the Wabaunsee County Sheriff’s office.

Deputies with the assistance of Kansas Department of Wildlife, Parks Game Wardens, AMR; Paxico Fire; and Wabaunsee Fire rescued him and he and is in good condition, according to the sheriff’s office.

Officials strongly urge all individuals to stay away from river banks. The banks of the river may be washed out due to recent high water levels. In this instance, the man was five feet from the bank’s edge.

Unsafe conditions of the Kansas River and its surrounding banks warrant caution. Sightseeing is highly discouraged. Although river levels declined in recent days, water levels remain high, swiftly moving, and full of debris.

Police: Man dies after SUV strikes pole in Riley County

RILEY COUNTY —One person died in an accident just after 10a.m. Wednesday in Riley County.

A 2018 Ford Escape driven by a 56-year-old man was traveling on Tuttle Creek Boulevard near mile marker 33, according to a media release from Riley County Police.

The vehicle traveled off the road and struck a pole. The was transported to Via Christi in Manhattan where he died.

The cause of the crash is under investigation. According to the Riley County Police Department, the driver may have suffered a medical episode while driving.

The RCPD did not release the man’s name.

RILEY COUNTY — Two people were injured in an accident just before 2p.m. Wednesday in Riley County.

The Kansas Highway Patrol reported a 2011 Hyundai Sonata driven by David Martinez Moreno. 36, Dodge City,was westbound on Interstate 70 just before Tallgrass Road and overturned in the median.

Moreno and a passenger Alesha Valintina Reavis, 36, Salina, were transported to the hospital in Topeka. They were not wearing seat belts, according to the KHP.

MANHATTAN — The suspect arrested in connection with the May 9 shots fired incident at the KSU Foundation building has been identified as Erin Trent Boykin, 23, of Junction City, according to the Riley County Police Department arrest report.

He is being held on a $50,000 bond on requested charges of attempted murder in the 1st degree; In the commission of a felony, criminal damage to property; without consent value < $1000, aggravated assault; use of a deadly weapon, criminal discharge of firearm; recklessly at occupied dwelling, according to the report.

Police determined that the individuals involved in the incident are not connected to the university.

The May 9 incident began on the east side of Manhattan off campus and continued to the parking lot north of the KSU Foundation Building, where shots were fired. There were no injuries.

MANHATTAN — The Kansas State University Police Department has arrested a suspect in connection with the May 9 shots fired incident at the KSU Foundation at Kimball and Denison avenues, according to a media release from K-State.

The suspect is currently detained at the Riley County Jail on charges of attempted first-degree murder, aggravated assault, criminal damage to property and criminal discharge of a firearm. Additional charges may be pursued. This is an ongoing investigation and names will not be released at this time.
