FRIDAY MORNING...

The National Weather Service in Topeka has expanded the

* Flash Flood Watch to include portions of central Kansas, east
  central Kansas, north central Kansas, and northeast Kansas,
  including the following areas, in central Kansas, Dickinson.
  In east central Kansas, Geary and Morris. In north central
  Kansas, Clay, Cloud, Ottawa, Republic, and Washington. In
  northeast Kansas, Marshall and Riley.

* From Thursday morning through Friday morning

* Scattered thunderstorms are expected through the day Thursday
  with strong thunderstorms expected by late Thursday afternoon
  through Thursday evening. Scattered storms will continue
  overnight into Friday morning. These storms may produce very
  heavy rainfall and flash flooding in a short amount of time,
  over an area that is already saturated from rainfall earlier
  this week.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

K-State names new vice president for student life, dean of students

MANHATTAN — Thomas Lane, a highly experienced student affairs administrator, will become Kansas State University’s new vice president for student life and dean of students.

Kansas State University President Richard Myers announced the appointment of Lane, who currently serves as associate vice president for student affairs and dean of students at Missouri State University. His appointment follows a national search to replace Pat Bosco, who is retiring after nearly 50 years of service in student life administration at the university.

Lane will join Kansas State University on July 14 and brings more than25 years of experience in student life administration to his new job.

“We are excited to have found someone of Dr. Lane’s caliber for this vital position at K-State,” Myers said. “His broad experience in student life administration will serve him well as the top advocate for Kansas State University students while he plays a key role in ensuring and enriching their development and success.”

Lane will provide executive-level leadership, strategic planning, oversight and coordination of all units in the Division of Student Life, which include the Office of Student Life, Housing and Dining Services, Recreational Services, K-State Student Union, Career Center, Lafene Health Center, Counseling Services, Academic Achievement Center and many other key services and programs essential to student success. He also will provide leadership for the development and implementation of high-quality and student-centered approaches to support student success in nonacademic dimensions of student university experiences, and he will respond to student crises and issues and concerns, among many other duties.

“I am truly humbled and excited to be joining the K-State family,” Lane said. “During my time on campus, it was clear to me the university is deeply committed to students’ personal and academic success. I am greatly looking forward to working with students, faculty, staff, administration and alumni in ensuring a Wildcat student experience that is welcoming, inclusive and changes lives for the better.”

Lane has been in his current position at Missouri State University since June 2015. He joined the university in 2005, serving as assistant dean of students and director of the student union. He was promoted to assistant to the vice president for student affairs in 2008 and became the assistant vice president for student affairs in 2011, serving until his appointment as associate vice president for student affairs. Before joining Missouri State, Lane served as associate director of the student union and activities at Minnesota State University Moorhead, where he initially was assistant director of operations. He also has been a coordinator with Visitor and Information Services at Illinois State University.

Lane earned a bachelor’s degree in communications in 1991 and a master’s degree in educational administration in 1995, both from Illinois State University. He earned a doctorate in educational leadership and analysis in 2010 from the University of Missouri, where he serves as an adjunct assistant professor in the educational leadership cooperative doctoral program.

Flood warning for the Kansas River at Manhattan

The National Weather Service has issued a flood warning for the Kansas River at Manhattan from late Thursday night until further notice.

Minor flooding is forecast with the river expected to rise above the 18-foot flood stage by Friday morning and continuing to rise to near 21.1 feet by Sunday morning. Low lands along the river could be impacted by flooding.

Riley Co. inmate who escaped last month is back in custody

RILEY COUNTY —A Kansas inmate who walked away from work release in April is back in custody, according to the Riley County Police Department booking report.

Just after 7:30 p.m. Wednesday, Austin Swafford, 34, was arrested in the 1000 Block of South Seth Child in Manhattan. He had originally been held in Riley County on a probation violation, according to the RCPD arrest report.

On April 26, police in Beloit reported Swafford’s disappearance, that he had “ties to Beloit, the Mitchell County area and that the public should not approach him.

Riley County records indicate Swafford may have turned himself in. The arrest occurred at the police department in Manhattan. He is being held on a $1500 bond.  Police had no additional information on Swafford.

RCPD investigating pair of thefts involving vehicles

MANHATTAN — Law enforcement authorities are investigating a pair of thefts involving vehicles.

Just after 6:30a.m. Wednesday, police filed a report for theft from a motor vehicle in the 300 blcok of Northfield Rd. in Manhattan, according to the RCPD activity report.

A 28-year-old woman of Manhattan  reported an unknown supsect took money from her. The estimated total loss associated with this case is approximately $1,500.00.

Just before 2p.m. police filed a report for motor vehicle theft in the 400 block of Yuma St. in Manhattan, according to the activity report. A victim reported an unknown suspect took a 2009 Grey Nissan Maxima from him. The estimated total loss associated with this case is approximately $6,000.00.

Police ask that anyone with information on either case should contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.00.


Wamego woman convicted of mistreatment of a dependent adult

WESTMORELAND – A Wamego woman was convicted this week of mistreatment of a dependent adult, according to Kansas Attorney General Derek Schmidt.

A Pottawatomie County jury found Jana L. Paczkowski, 54, guilty of one felony count of mistreatment of a dependent adult. The case stemmed from an investigation by the Pottawatomie County Sheriff’s Office. That investigation discovered that between August 2017 and October 2017, while serving as the trustee of a special needs trust for a dependent adult, Paczkowski used money from the special needs trust for her own benefit rather than for the beneficiary.

District Judge Jeffrey Elder, who presided over the trial, has scheduled sentencing for July 18 at 1:30 p.m.

Residents in flood-prone areas advised to stay alert

(MANHATTAN, KS – May 23, 2019) No significant releases from Tuttle Creek Lake are scheduled or anticipated for the immediate future according to the US Army Corps of Engineers. The lake level is 1127.36 as of May 23. Tuttle Creek Lake is only at 77% capacity at this time and there is no immediate threat of flooding downstream.

The timeframe for any release from Tuttle Creek Lake is anticipated to be provided by the US Army Corps of Engineers and could range from a few hours to a few days of notice depending on weather and other circumstances before the impact of flooding occurs. Emergency services will respond immediately upon any notification of releases from the USACE.

According to a release from Manhattan, Riley and Pottawatomie county officials additional rainfall is anticipated over the next several days and the situation could change depending on the amount of precipitation. Residents are advised to stay alert and tune in to local news stations for updates. Please sign up for Emergency Alerts to receive direct notification of impending flood and severe weather events.

 

 

  • A floodplain map is available at www.cityofmhk.com/floodmap. Residents living in areas highlighted in red and yellow should begin making preparations now.

Electronic message boards are being placed on roadways in vulnerable areas of Manhattan, Riley County, and Pottawatomie County today advising residents to stay aware of the situation and prepare now.

If evacuation becomes necessary, residents will be notified to leave the area and seek shelter out of the floodplain. Announcements will be made on the Riley and Pottawatomie County Emergency Alert Systems including Everbridge, Wireless Emergency Alert (WEA or IPAWS) to every cell phone in the impacted areas, voice sirens in the areas will be activated, local media will be broadcasting the notice, and emergency personnel will go door to door notifying residents of the need to evacuate.

Notification types and meanings:

Residents of projected flood affected areas may receive one or all of the following depending which of the respective evacuation zones they live in:

  1. High Water Advisory– An advisory that notifies residents or property owners that their property may receive high water or their access to their property may be impacted.
  2. Evacuation Advisory– An advisory to notify residents or property owners that their property may be flooded or their access to the property may be impacted, evacuation is recommended, and that they may be ordered to evacuate in the near future.
  3. Evacuation Order– A notification of “Imminent Danger” to notify residents or property owners that their property may be flooded or their access to the property may be severely impacted. This order to evacuate is considered as mandatory for non-residents as a curfew is important for security of the affected areas.

MANHATTAN  — Law enforcement authorities are investigating an alleged scam in Riley County.

Just after 10a.m. Thursday, police filed a report for theft in the 1200 block of S Manhattan Avenue in Manhattan, according to the Riley County Police Department activity report.

A 20-year-old  from St. George reported an unknown suspect scammed him out of money. The estimated total loss associated with this case is approximately $1,200.00.

Police ask that anyone with information please contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.00.

Junction City man hospitalized after semi overturns

MORRIS COUNTY — One person was injured in an accident just after 9:30a.m. Friday in Morris County.

The Kansas Highway Patrol reported a 2011 Freightliner semi driven by Scott L. Miller, 56, Junction City, was westbound on U.S. 56 just west of 2900 Road. The vehicle left the road and overturned.

Miller was transported to the hospital in Salina. He was properly restrained at the time of the accident, according to the KHP.

Evacuation advisory for Rocky Ford Campground at Tuttle Creek Lake and Tuttle Creek State Park below the dam

(RILEY AND POTTAWATOMIE COUNTIES, KS – May 25, 2019) The US Army Corps of Engineers and National Weather Service have received a forecast for Tuttle Creek Lake to reach a level of 1133.71 ft by Monday,  May 27. This forecast has triggered an Evacuation Advisory for the Rocky Ford Campground and all visitors of Tuttle Creek State Park below the dam.

All occupants of the Rocky Ford Campground, as well as all visitors at Tuttle Creek State Park below the dam are asked to exit the area. The Rocky Ford Campground is lake campground south of Tuttle Creek State Park below the dam and east of the Big Blue River off Beach Drive. Residents should expect road closures to the dam in the coming days.

 

No other Evacuation Advisories have been issued for any other parts of Riley County or Pottawatomie County.

 

An Evacuation Advisory is to notify residents or property owners that their property may be flooded or their access to the property may be impacted. At this time evacuation is recommended; however, you may be ordered to evacuate in the near future.

 

Tuttle Creek Lake levels and inflows are being closely monitored. If a level of 1136 feet is forecast based on weather conditions, the US Army Corps of Engineers will begin releasing water from the tubes in effort to manage the lake level without a spillway release. A release from the tubes should not cause flooding downstream. Find information about the three-day forecast at http://www.nwd-mr.usace.army.mil/rcc/nwk/lakepool.txt.

 

If a release from the spillway gates becomes necessary, residents downstream will be notified as soon as information is available.

Significant rainfall is expected this evening and over the next few days. Flash flooding is also a danger in Riley and Pottawatomie Counties, especially near Wildcat Creek. Residents in all of these areas are advised to stay alert and be prepared to evacuate if necessary.

Notification types and meanings:

Residents of projected flood affected areas may receive one or all of the following depending which of the respective evacuation zones they live in:

 

  1. High Water Advisory– An advisory that notifies residents or property owners that their property may receive high water or their access to their property may be impacted.
  2. Evacuation Advisory– An advisory to notify residents or property owners that their property may be flooded or their access to the property may be impacted, evacuation is recommended, and that they may be ordered to evacuate in the near future.
  3. Evacuation Order– A notification of “Imminent Danger” to notify residents or property owners that their property may be flooded or their access to the property may be severely impacted. This order to evacuate is considered as mandatory for non-residents as a curfew is important for security of the affected areas.

The water update for creeks and rivers

Heavy rains have saturated the Junction City – Manhattan area, leaving some creeks and rivers in a flood stage.

The National Weather Service on Sunday issued a hydrologic outlook. Lyon Creek near Junction City was expected to crest on Sunday at 21.6 feet, six inches above flood stage.

Separately, the National Weather Service continued a flood warning for the Smoky Hill River near Junction City, and the Kansas River at Manhattan, affecting Pottawatomie, Riley and Wabaunsee Counties.

Governor asks for federal assistance for Kansas flooding

TOPEKA — Governor Laura Kelly has sent a request to President Donald Trump asking for emergency federal assistance to help address the widespread severe storms, tornadoes and flooding that have plagued Kansas in recent days.

The letter details the events leading up to the request and asks for Direct Federal Assistance for:

(1)  Swift water rescue support;

(2)  Shelter management support including short-term housing assistance;

(3)  Mass care and human services support through commodities;

(4)  Technical support and possible staffing for state logistics staging areas;

(5)  Possible technical support regarding hazardous materials spills and orphan containers.

The request also anticipates the need for debris removal, which poses an immediate threat to lives, public health, and safety.

“Kansas is experiencing damage from severe weather and historic flooding due to extended heavy rain,” Kelly said. “Today I sent a request to President Donald Trump for emergency federal assistance for response and recovery. We are working with our local, state, and federal partners to ensure Kansans have the resources they need at this challenging time.”

Named in the request are the 46 Kansas counties listed in the state declaration originally signed by Kelly May 9 and later amended. These counties include Allen, Anderson, Barber, Barton, Butler, Chase, Chautauqua, Cherokee, Clark, Clay, Cloud, Coffey, Comanche, Cowley, Crawford, Dickinson, Doniphan, Elk, Franklin, Geary, Greenwood, Harvey, Jefferson, Kingman, Lincoln, Lyon, Marion, McPherson, Meade, Montgomery, Morris, Neosho, Osage, Ottawa, Pawnee, Pottawatomie, Pratt, Reno, Rice, Riley, Rush, Saline, Sumner, Wabaunsee, Wilson, and Woodson.

The request was made under the provisions of Section 401 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §§ 5121-5208 (Stafford Act), and implemented by 44 CFR § 206.35. Also today, the Kansas Division of Emergency Management sent out a request through the Emergency Management Assistance Compact for an advanced team to assist with coordinating interstate resource requests, and geospatial information system specialists to assist with development of mapping products.

“In order to proactively expand our resources and ensure the Kansas Division of Emergency Management has everything it needs to assist local partners and keep people safe, we have requested through the Emergency Management Assistance Compact an advanced team to assist our personnel. As we work with impacted communities, I want to ensure that every resource is being brought to bear to assist local emergency personnel so we can keep people safe and limit damage to property.”
