Police investigate jewelry theft in Manhattan

MANHATTAN — Law enforcement authorities are investigating a Thursday morning theft from a home in the 500 block of Stonedale Drive in Manhattan.

The residents of the home Bruce and Linda Battle reported one known suspect took jewelry worth an estimated $2,400.00. from them, according to a  Riley County Police activity report.

Police released no additional details early Friday.

 

Police asks FBI to help investigate Junction City girl’s 1978 kidnapping

JUNCTION CITY, Kan. (AP) — Police are asking the FBI to investigate the nearly 40-year-old disappearance of a 13-year-old girl from the bedroom of her Junction City home.

Beverly Ward was reported missing in the early morning hours of July 4, 1978. Police believe a suspect came in through the bedroom window, cutting the screen and throwing it aside. Ward was wearing a green night gown when she disappeared.

She was planning on attending a summer camp that day. Her bags were packed, and her money was where she left it. Nothing else was taken.

Junction City Police Capt. Trish Giordano recently asked the FBI to look into the case. The department is waiting for a response and urging anyone with information to call police.

K-State names new chief of staff, director of community relations

MANHATTAN — Linda Cook has been named Kansas State University’s chief of staff and director of community relations.

Cook, a Kansas State University graduate and former member of K-State’s Alumni Association board of directors, will report directly to the university president and serve as a member of the president’s cabinet. She also will coordinate community affairs for the university, representing the president’s office on issues related to the city of Manhattan and regional economic development initiatives.

Cook will provide leadership for the prestigious Landon Lecture Series and coordinate special projects, working with the president and provost. In addition, she will serve as liaison between the president’s office and the Kansas State University Foundation and K-State Alumni Association. McCain Auditorium and the Beach Museum of Art will also report to Cook.

“Linda Cook has deep knowledge about K-State, and her background in communications and management will be a tremendous asset to our office and the university,” said Richard Myers, president of Kansas State University. “We deeply appreciate the service of her predecessor, Jackie Hartman. K-State is fortunate to have such experienced professionals who are willing to give back to their university.”

Cook currently serves as assistant vice president of communications for the K-State Alumni Association, and has nearly 40 years of experience in communications and business planning. She has held senior-level positions at General Motors, Honeywell and the Midwest Research Institute, while also providing communications consulting services.

Joining the K-State Alumni Association in May 2012, Cook leads its communications staff, which is responsible for the association’s K-Stater magazine, website, newsletters, social media initiatives and marketing materials. She also facilitates the alumni association’s strategic planning and government relations activities and is a member of K-State’s One Voice communications team. She is credited for leading the communications staff in redesigning the alumni association’s website, @K-State e-newsletter and K-Stater magazine. She has also conducted extensive research to collect alumni feedback for improving overall communications and for enhancing alumni engagement in legislative advocacy to support the university’s priorities.

Cook has a Bachelor of Science in journalism and mass communications from K-State and a master’s in business administration from Massachusetts Institute of Technology, where she was a Sloan fellow.

She currently serves on the advisory council for K-State’s A.Q. Miller School of Journalism and Mass Communications, is a member of the District VI Conference Planning Committee for the Council for Advancement and Support of Education, is a member of the Manhattan Area Chamber of Commerce Business Advocacy Committee, and recently served on the McCain Holiday Home Tour committee. Her community involvement also has included serving as president of the Gift of Life board of directors, ambassador to the Kansas City Performing Arts Center and chair of the Lansing, Michigan, Regional Chamber of Commerce.

Kan. takes database offline over access to private, financial information

TOPEKA, Kan. (AP) — Kansas took an ethics database offline Thursday over questions about how it gave users access to financial disclosure forms for hundreds of elected officials and state employees that included the last four digits of their Social Security numbers.

Secretary of State Kris Kobach acted after the tech website Gizmodo posted a story saying it had contacted Kobach’s office about the issue, according to news reports. Gizmodo called the failure to redact the partial Social Security numbers “beyond reckless” and “stupid.”

Kobach, a conservative Republican, was vice chairman of President Donald Trump’s now-disbanded voter fraud commission, which alarmed some state officials last spring by issuing a broad request to states for detailed information on voters, including partial Social Security numbers. Also, a multistate registration crosschecking program administered by Kobach’s office has faced questions about how well it secures voter data it collects and uses.

But the database taken down Thursday went online in 2005 during the tenure of one of Kobach’s predecessors as secretary of state, Republican Ron Thornburgh. It allowed users to view the disclosure forms that must be filed annually by elected officials, candidates, department heads, other key department employees and members of boards and commissions.

Kobach’s office said in a statement that it is required by law to make the full disclosure form accessible to the public and that the state Governmental Ethics Commission designed the form. He said he agrees that partial Social Security numbers should be redacted and is working with the ethics commission, which plans to meet next week to consider the issue.

“Secretary Kobach takes security measures very seriously and is looking for a solution that would allow this sensitive information to be redacted, while still following the requirements of Kansas law,” the statement said.

Kobach’s office said the disclosure forms are “an important tool in ensuring government transparency.” Paper copies remained open for inspection at Kobach’s office.

Court Asks If Kan. Lawmakers Had Power To Kill Teacher Tenure

Tenure, as Kansas public school teachers had known it for decades, died at the hands of lawmakers without a hearing in the spring of 2014.

No one disputes that.

This week, state and teachers union lawyers went head-to-head before the Kansas Supreme Court over whether the slaying of those long-standing job protections ran afoul of the state and U.S. constitutions.

“This was run through,” union lawyer David Schauner told the justices, “without any regard for whether anybody whose property was being taken would have an opportunity to respond before it was a fait accompli.”

A small school district defending its 2015 firing of two veteran teachers — with backing from a state attorney — argued that’s irrelevant because legislators have the power to change the law.

If the justices find for the Kansas National Education Association, thousands or even tens of thousands of teachers who had earned tenure before the 2014 change could get their job protections back. If the ruling goes the other way, it will be the KNEA’s second failed attempt to upend the tenure repeal in court.

Before 2014, Kansas public school teachers earned tenure — formally called non-probationary status — in their fourth year at a single school district. If a district didn’t like a teacher’s work, administrators could prevent tenure by letting them go before the fourth year.

And if administrators wanted to fire a teacher after that, they had to give the reasons. Tenured teachers had the right to defend themselves against any allegations by presenting witnesses or documents to an independent hearing officer.

The union’s fight to win those protections back hinges on the idea that tenure is property — and that government can’t take people’s property without giving them notice and a chance to object.

Not true in this case, said Ed Keeley, a lawyer for the Flinthills school district near Wichita. Keeley said tenure was just a provision in state law, not the constitution — the House and Senate voting to change it is sufficient.

“We elect these legislators to make those decisions,” Keeley said.

He was skeptical lawmakers needed to do anything more — such as tell the public in advance.

“Do they have to publish it in a paper? I mean what notice are we talking about?” he said. “We have to send out emails to everybody on a list?”

But Schauner called the 2014 repeal “a midnight raid” on people’s property with little room for lawmakers to dissent.

The tenure change was part of a school funding bill. The House amended it without hearings in either chamber, and Schauner argued lawmakers could hardly vote down the bill because it contained money to fulfill a court order in a high-stakes school finance lawsuit.

Schauner faced tough questions from the justices about whether that matters. After all, it’s not uncommon to makes changes to law that didn’t pass through public hearings first. Schauner argued the bar is higher here.

“What was being taken was, in the case of my two clients, their livelihood,” he said.

It’s unclear how many teachers had tenure when the legislature ended it in 2014. Neither the KNEA nor the state education department kept count.

The Kansas Association of School Boards has said it was too difficult sometimes to remove bad teachers who had tenure.

Charles Walther, a social studies teacher at Shawnee Heights Middle School, disagreed. Walther said tenure lets teachers take unpopular stances — such as making a child repeat a grade — without fear of an unfair firing that could ruin their job prospects elsewhere.

“In this business, if you don’t have your reputation you don’t have much,” said the KNEA member and teacher of 22 years.

Governor Who? Jeff Colyer Finally Takes Over In Kansas

Lt. Gov. Jeff Colyer will rise next week to become governor when Sam Brownback steps down to take a job in the Trump administration.

On Wednesday, Lt. Gov. Jeff Colyer goes from one of the most anonymous jobs in state politics to its most prominent.

Kansans, in turn, will find themselves with a new governor. Colyer’s politics may run as conservative as the man he’ll replace, Sam Brownback, just more low key.

Brownback is stepping away from the job with a year left in his term to work in the U.S. State Department for the Trump administration. That gives Colyer a chance to show that he’s up to the job and to catapult his prominence in this year’s race for a full term as governor.

The interim promotion gives Colyer a chance to rise above what’s been a relatively low-profile political career, marked more by gradual success than confrontation or daring choices.

Yet friends who know him best rarely use his political biography — failed run for the U.S. House, election to the Kansas House, the state Senate and as lieutenant governor — to explain him.

Instead, they talk about the plastic surgeon who travels to war-torn corners of the world to fix the battle wounds of children.

“Gosh,” said former Kansas House colleague Steve Brunk, “Lt. Gov. Colyer is certainly a real humanitarian.”

In 2002, for instance, the Johnson County physician traveled to Sierra Leone to fix scars, including on children who had rebel brands burned into their flesh by various factions in the west African country’s civil war.

“I don’t think you can ever accept the fact that you’re taking children and branding them,” he told a “60 Minutes” crew that documented some of the work he did on a volunteer medical team.

Colyer’s charity work is also the focus of TV ad designed to introduce him to voters at the outset of the governor’s race. A young woman talks about how Colyer transformed her life by surgically repairing a disfiguring birth defect.

“Dr. Colyer,” she says in the spot, “does the right thing even when nobody’s looking.”

A group connected to Koch Industries paid for the commercial. That suggests that Koch’s powerful political network is backing Colyer and not Secretary of State Kris Kobach, his more dynamic conservative rival in the governor’s race.

Still, it doesn’t reveal much about either Colyer’s politics or his policies.

Kansas House Democratic Leader – and candidate for governor – Jim Ward said Colyer has always been a bit of a political mystery man, even when he was a legislator.

“He served in the House for four years and didn’t leave much of a footprint,” Ward said. “(Colyer) wasn’t in the Senate long enough to leave a footprint. And he’s been kind of the back room guy for the governor.”

The lieutenant governor has left a mark in at least one policy area – health care. He’s the architect of KanCare, the state’s privatized Medicaid program.

Launched in 2013, it has reduced the cost of providing health care for low-income, elderly and disabled Kansans. But increased red tape and billing disputes have frustrated both providers and patients.

Colyer was recently forced by legislative resistance to back off an attempt to preserve his signature program while adding some controversial features, such as a requirement that some recipients work in exchange for their health care benefits.

Colyer insists there’s real no mystery about his politics. He’s an anti-abortion conservative who believes that government at both the state and national levels is too big.

“Everybody knows I worked for Bob Dole and Ronald Reagan, so you know where I’m coming from,” he said in an interview.

Since Brownback’s nomination for an ambassadorship began the conversation about a transition several months ago, Colyer has said he’ll be a different kind of governor. He’s talked a lot about listening to Kansans and “changing the tone.”

“You just need to be a good governor,” he said. “We’re going to do a very good job. And we’re going to work for Kansas. We’re going to listen for them. We’re going to change the tone. And we’re going to work very hard.”

Even before the transition, Colyer was gearing up to use the power of incumbency by making appointments and scheduling events across the state that allowed him to connect with voters, local officials and business leaders with reporters tagging along.

Former Kansas House Speaker Mike O’Neal spent decades in Kansas Republican politics. He said Colyer needs to use the next several months to define how he’s different if he hopes to top a crowded field of GOP hopefuls in the governor’s race.

O’Neal and others say running as an incumbent could be a real advantage for Colyer. But only if he uses the opportunity to show that he’s up to the job.

“This is his opportunity,” O’Neal said, “to show what he’s made of and that he’s just not going to be a carbon copy of the last administration.”

Kan. congressman returns from U.S. sponsored statue unveiling in Cuba

HAVANA (AP) — President Raul Castro and his expected successor attended the formal unveiling of a U.S.-sponsored statue of independence hero Jose Marti on Sunday in a sign of Cuba’s focus on maintaining ties with the United States despite a chill in relations under President Donald Trump.

Castro and Vice President Miguel Diaz-Canel sat in the front row of the sunrise ceremony along with Democratic members of Congress Barbara Lee and Karen Bass of California and Kansas Republic Roger Marshall, who were the highest-ranking Americans at the ceremony. Castro makes relatively few public appearances, endowing the ceremony with a stamp of particular importance in a country where the movements of high officials are closely scrutinized for clues to government plans and intentions.

The bronze statue of Marti on a rearing horse was funded with $2.5 million raised in the United States in a project started by the Bronx Museum of the Arts, which has longstanding ties with Cuban state cultural institutions. The 18.5-foot (5.6-meter) long, 8-ton work is an exact copy of a sculpture installed on the south end of New York’s Central Park in 1965.

Sunday was the 165th anniversary of the birth of Marti, a renowned poet, journalist and fighter for Cuban independence who was fatally wounded in an 1895 battle for independence from the Spanish.

Marti, who spent years in exile in New York City, is almost universally revered by Cubans on the island and overseas despite their political differences, making him a potent symbol of attempts at reconciliation between the U.S. and Cuba.

“I’m extraordinarily overjoyed that we in Havana can on this day enjoy such a beautiful work of poetic inspiration, “Havana City Historian Eusebio Leal said in an address to the crowd that was also broadcast on state-run media.

Bronx Museum Chairman of the Board Joseph Mizzi also addressed the audience and New York Mayor Bill de Blasio sent a letter read aloud by an assistant.

The statue has been placed in a prominent site in Havana, near the Museum of the Revolution and facing out toward the Florida Straits and the United States.

The binational sculpture project began shortly after Castro and President Barack Obama announced in December 2014 that they were moving to re-establish diplomatic ties and begin normalizing relations. Obama made a triumphal 2016 visit along with much of his cabinet and dozens of U.S. business leaders looking to do business here, but the relationship has chilled dramatically since then.

The Trump administration accuses Cuba of responsibility for what U.S. officials call mysterious attacks affecting the hearing, vision and cognitive functions of American Embassy staff in Havana. The U.S. has pulled most of its staff from the embassy and issued warnings on travel to the island despite Cuban insistence that there is no evidence of attacks and that the island remains one of the world’s safest destinations for tourists.

Despite the controversy, Cuba last year hosted more than a million U.S. residents — both tourists and Cuban-Americans visiting family — an increasing important source of income for the island’s near-stagnant economy.

Stock Gains Boost University Endowments In Kansas, For Now

A booming stock market last year meant big gains for endowments at Kansas colleges and universities.

But declines in the long-term performance of endowments and changes to the tax code make many financial officers nervous.

A study, conducted by the National Association of College and University Business Officers, found that endowments across the country saw a 12.2 percent return in fiscal year 2017. That’s a significant improvement over the loss of 1.9 percent the year before. Kansas schools saw similar returns.

However, analysts warn against counting on continued momentum in those markets.

“Bull markets end,” said Kenneth Redd, senior director of research and policy analysis for NACUBO. “If you’re an investor — especially of an endowment — you have to plan for that.”

Colleges and universities use endowments — invested assets valued in the billions for the largest universities — to create a stable financial base to draw upon over the long-term.

In good financial times, a portion of those returns pays for or student financial aid and a range of things from new buildings to research. In bad years, spending from endowments can minimize tuition hikes and maintain services that would otherwise face cuts. Years of declining state higher education spending in Kansas have caused a growing reliance on endowments at public universities.

Fort Hays State University saw the largest proportional increase of the ten Kansas institutions included in the study. The market value of its endowments increased by more than 30 percent to $91 million. Much of the increase was driven by large, one-time gifts.

“Our future is very bright,” said Jason Williby, president of the Fort Hays State University Foundation.

Long-term returns have not proven so encouraging. But Williby waves away those concerns.

“If the stock market stays strong I don’t think double digit growth is out of the norm for the next couple years,” said Williby.

The University of Kansas saw the market value of its endowment increase by 9.3 percent to 1.6 billion dollars, even after spending some of the returns rather than reinvesting that money. The first six months of the current fiscal year have seen a comparable performance, according to KU. But those in charge of the university’s endowment are bracing for a rockier future.

“A run of good performances raises everyone’s collective blood pressure,” said James Clarke, a senior vice president for the KU Endowment Association. “We’ve run pretty far, pretty fast. And markets tend to reserve at some point.”

There’s also concern about how new changes to federal tax law will affect endowments. The law adds a 1.4 percent excise tax on some private college endowments, though it would only affect a small number of institutions with large endowments compared to the size of their student body. There are also worries that a higher standard deduction will give taxpayers less of an incentive to donate to charities.

Clarke said the school will have to wait to see what impact the tax changes will have and that most donors to KU give because they want to support the university — not for a tax deduction. But others in charge of university endowments are nervously uncertain.

“With a heavy accent on the nervous,” said Kenneth Redd with NACUBO. “If there are fewer incentives for people to donate to charities that’s going to really affect all nonprofits but certainly university endowments.”

Police investigate reported trailer theft from Manhattan church

MANHATTAN– Law enforcement authorities are investigating a theft and asking the public for help.

Just after 10a.m. Monday, police a reported a theft at the Church of Jesus Christ of Latter Day Saints 28012 Marlatt Avenue in Manhattan, according to a media release from Riley County Police.
AN unknown suspect took a box style utility trailer from church property. The total loss associated with this case is approximately $3,000.00.
Police ask that anyone with information contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.00.

GEARY COUNTY — Law enforcement authorities are investigating an aggravated robbery and asking the public’s help to identify suspects.

Just after 9p.m Sunday, three individuals walked into the Roadway Inn, 1001 West 6th in Junction City and held the employee, with weapons, until they gained entry into the cash drawer.
The suspects took money from the register and the employee’s personal items.

On Tuesday police released security camera images including that of a lighter colored 1999-2004 Chevrolet Tahoe or GMC Yukon believed involved in the crime.

Anyone with information on the case is asked to contact Det. Mau with the Junction City Police Department or Junction City Geary County Crime Stoppers at 1-785-762-8477.

New Kansas governor faces skeptical lawmakers, schools fight

TOPEKA, Kan. (AP) — Republican Jeff Colyer faces a skeptical GOP-controlled Legislature deeply divided over a court mandate to increase state spending on public schools as he prepares to take over as Kansas’ next governor.

Colyer, 57, the state’s longest-serving lieutenant governor, was scheduled to be sworn in as governor Wednesday afternoon. He is replacing GOP Gov. Sam Brownback, who is stepping down to become U.S. ambassador-at-large for international religious freedom.

Colyer said before the event that his inaugural speech will focus on broad themes about “what is special about Kansas,” rather than policy.

“We’ll be short and to the point, which is the way Kansans are,” he said.

The biggest task facing Colyer and legislators is responding to a Kansas Supreme Court ruling in October that funding for public schools remains constitutionally inadequate, even with an increase approved last year.

Brownback proposed phasing in an additional $513 million increase over five years, relying only on the annual growth in state revenues to pay for it. The plan angered many Republicans, who viewed it as fiscally reckless.

Colyer promised a more open and approachable administration after Brownback was nominated by President Donald Trump last summer for the ambassador post. But lawmakers are waiting to see whether he breaks with Brownback’s policies or modifies the school funding plan.

He remained a loyal No. 2 during seven years as Brownback’s lieutenant governor, even as Kansas voters turned on Brownback because of the persistent budget problems that followed aggressive income tax cuts the governor championed in 2012 and 2013. Lawmakers last year rolled back most of the cuts.

Colyer is a Kansas City-area plastic surgeon who does both cosmetic and reconstructive procedures. He’s been associated with the International Medical Corps for three decades and has continued during regular medical relief missions as lieutenant governor.

He served two years in the Kansas House and another two years in the state Senate before being elected on Brownback’s ticket in 2010. They were re-elected in 2014.

Colyer made three $500,000 loans to Brownback’s and his re-election campaign in 2013 and 2014 that were highly unusual for their size and timing, with two paid back within days and the third over 16 months. Federal prosecutors ended a grand jury investigation in 2015 without plans for criminal charges.

Manhattan, Kan. – On Saturday Manhattan Town Center will open its doors to the annual Community Fair with a record number of local non-profit organizations participating.

“The mall is proud to continue offering this event free of charge to area non-profit agencies and free of charge for the community to interact with them.” said Jeff Sutton, Manhattan Town Center Marketing Manager. “There is a definite need here for this particular event. We want to connect local agencies who are making a difference with those people who can benefit from their services.”

The Community Fair has reached its maximum number of 55 vendors representing local organizations. Those groups represent non-profit agencies from health care and military to low income and families.

Manhattan Town Center’s Community Fair will begin when the mall opens on Saturday at 10 a.m. and continue until 3 p.m. Many of the booths will offer giveaways in addition to information about their services.

Later in the month, Manhattan Town Center will host the USO No Dough Dinner on Tuesday, Feb. 27, offering free food to enlisted military and their immediate family.
