Police investigate 2 more reports of alleged rape in Manhattan

RILEY COUNTY — Law enforcement authorities are investigating two additional cases of alleged rape in Manhattan and Riley County.

On Tuesday, officers filed a report for rape, aggravated kidnapping and aggravated battery of a 31-year-old woman in Manhattan, according to the Riley County Police Department Activity report. The victim reported she knew the suspect.

On Monday, a 21-year-old woman reported rape by a known male suspect, according to the RCPD.

In July, Riley County authorities said the number of rapes reported in Manhattan and surrounding areas had doubled during the first quarter of the year compared with the same time in 2017.
Sixteen rapes were reported in the first quarter of 2017, up from eight in the same period in 2016.

Manhattan man held on $50K Bond for alleged heroin distribution

MANHATTAN — Law enforcement authorities are investigating a suspect on drug distribution allegations.

Just before 11a.m. Wednesday, police arrested Blake Woodyard, 21, of Manhattan, in the 1100 block of Moro Street in Manhattan.

Woodyard was arrested on a Riley County District Court warrant for two counts of distributing heroin.

Woodyard is being held on $50,000.00 Bond.

 

RCPD investigating 4 juveniles for sending obscene photos

RILEY COUNTY — Law enforcement authorities are investigating four juveniles in connection with sending inappropriate photos.

According to the Riley County Police Department report, officers filed a report for electronic solicitation, aggravated unlawful transmission of visual depiction of a child and promotion of obscenity to minors.

Due to the nature of the crime, police released no additional details Thursday.

GEARY COUNTY  —Law enforcement authorities are investigating 2 suspects on multiple charges after a chase and crash.

On Wednesday, police arrested Holly Kathleen Boase, 30, and John Charles Boase Jr. 41, both of Emporia on multiple allegations including Fleeing and Eluding LEO, Damage to Property / Motor Vehicle Accident from Fleeing and Eluding, Reckless Driving and Theft against both, according to police.

Boase Jr. was also arrested on suspicion of No Proof of Insurance and Driving while License was Suspended plus a warrant from Chase County for an alleged Probation violation and a warrant from Saline County charging Failure to Appear.

KBI investigating fatal Wabaunsee County shooting

WABAUNSEE COUNTY– The Kansas Bureau of Investigation (KBI) and the Wabaunsee County Sheriff’s Office are investigating a shooting death that occurred Thursday night in Alma, Kan.

Just after 11:30p.m. Thursday, the Wabaunsee County Sheriff’s Office received a 911 call reporting a domestic incident at 117 W. 11th St. in Alma.

The responding sheriff’s deputy discovered a man who appeared to be suffering from gunshot wounds. Also responding to the scene were the Alma City Marshal and the Kansas Highway Patrol.

EMS transported the injured man to the Wamego Community Hospital, where he died. He has since been identified as 36-year-old Chad Thomas-Buckbee. Thomas-Buckbee lived at the residence in Alma.

The Wabaunsee County Sheriff’s Office requested KBI assistance in the case Friday morning

Preliminary information indicates that subjects at the residence were involved in a confrontation that became violent. There is no indication of any threat to the public as a result of this incident. An autopsy will be conducted.

This investigation is ongoing. No further information will be released at this time.

Kansas Sales Tax Cut On Food Popular, But Perhaps Elusive

Small-town grocers near Kansas borders say the state’s sales tax on food can make it hard for them to compete, and stay open.

Lowering the Kansas sales tax on food is as popular as it is difficult in a state scrounging for every nickel to balance its budget.

On Thursday, supporters of a plan to cut taxes on groceries sounded off at the Kansas Statehouse with a plea to a Senate committee to advance a constitutional amendment that would reduce the rate.

The current state sales tax rate stands at 6.5 percent. Local sales taxes bring the total to more than 11 percent in some parts of Kansas. Under the proposal, the state sales tax on food would drop to 4 percent in 2019 and 2 percent in 2020. Local sales tax decisions would still remain the business of city and county politicians.

Staff from the Department of Revenue said such tax cuts would lower collections for the state’s general fund by $128 million in the first year and $246 million in the second year.

Casey Cordts is a pediatrician at Stormont Vail Health in Topeka. He told the Senate committee that the state’s sales tax makes it harder for low-income Kansans to buy healthy foods instead of cheaper, less-nutritious options.

He remembers one example where a child was dealing with significant weight issues. His family worked on a diet plan, but the boy’s mother said the family couldn’t afford the extra vegetables.

“A dollar or two back can be a couple extra vegetables a week,” Cordts said. “That can make a huge impact on a kid’s life.”

Brenda Johnson owns a small grocery store called Hometown Market in Bird City, a town of 400 in northwest Kansas. She told lawmakers that grocery stores near the state’s borders struggle to compete with stores in neighboring states that charge a lower tax rate.

She recently ran into someone preparing to head across the Nebraska border for a large grocery purchase.

“Just because it was minus that sales tax,” Johnson said. “They’re at zero percent.”

She said the sales tax on food makes small stores like hers less competitive and that losing grocery stores in small communities can leave people without a local option to buy necessities.

“For a grocery store to leave the town,” Johnson said, “it makes it even harder to survive as a town.”

Lowering the sales tax on food appeals to lawmakers across ideological lines, but the problem is balancing the budget.

Unless it’s part of a larger tax proposal, cutting the sales tax on food would also mean a sizable cut into state revenues. That challenge has led to similar proposals faltering in recent years.

If state revenues fell, that could jeopardize funding for state services such as education.

Rob Gilligan, with the Kansas Association of School Boards, did not urge lawmakers to defeat the proposal. But he said reducing the food sales tax should be part of a larger tax overhaul “where you looked at an appropriate taxation policy for the funding of all government services.”

Gov. Jeff Colyer said he likes lowering taxes but doubts there will be much action on the tax front after the major overhaul last year.

“I’ll look at anything the Legislature sends my way,” Colyer said. “But right now, I don’t see the Legislature passing a different tax proposal.”

MANHATTAN. ­­— The From the Land of Kansas Annual Meeting and Farmers’ Market Conference will be held March 1-2, 2018, at the Bluemont Hotel in Manhattan. The conference includes the annual meeting for members, partners and farmers’ markets. It also will feature general sessions, specialized workshops and the opportunity to network with Kansas-based businesses.

“As we celebrate 40 years of Kansas’ trademark program, we are pleased to provide this opportunity to network with other Kansas entrepreneurs in the ag industry,” said Jackie McClaskey, Kansas Secretary of Agriculture. “The speakers and breakout sessions will promote continued learning and growth for the members of From the Land of Kansas.”

The keynote speaker will be Jolene Brown, farmer, author and professional speaker, whose presentation will focus on seeing your business through the eyes of a customer. Participants in the conference will also be able to hear from other experts in the agriculture, marketing and food industries. Topics which will be featured in sessions and workshops include:

Police: Manhattan man’s car found after alleged theft, crash

MANHATTAN- Law enforcement authorities are investigating a report of of theft.

Just after 10:30 a.m. Sunday, police filed a report for theft by deception in the 1800 block of Platt Street in Manhattan.

A 21-year-old man reported an uknown suspect took his 2008 Nissan Altima which was found after an accident.

The total loss associated with this case is approximately $5,066.00. Police ask that anyone with information contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.00. The vehicle was later recovered after an accident.

Former KU basketball player jailed for alleged marijuana distribution

WABUNSEE COUNTY— Law enforcement authorities are investigating former University of Kansas basketball player Brannen Greene on multiple charges.

Just before 9p.m. Saturday, the Kansas Highway Patrol arrested the 23-year-old Green following a traffic stop for speeding eastbound on Interstate 70 at Tallgrass Road in Wabaunsee County, according Lt. Adam Winters of the Kansas Highway Patrol.

In addition to speeding, Greene was booked on requested charges involving an expired registration, driving without a valid license and distribution of marijuana, according to Winters.

The Wabaunsee County attorney’s office is waiting for a report from the Kansas Highway Patrol before a decision on possible charges.

Greene played three season at the University of Kansas. In March of 2016 he announced he was leaving school to play professional basketball, according to the team roster.

The Delaware 87ers originally selected the 6-foot-7 Greene in the October 2016 NBA Development League draft.  He played a handful of games for the NBA’s Memphis Grizzlies during the summer league. He also briefly played for Salt Lake City in the NBA G-League last fall, according to the league web site.

the pace you want it to. This gets even more frustrating when the computer was working at your desired speed for a while but has suddenly stopped doing so. Below are some quick how-to’s to speed up your Windows 10 PC.

By far, the No. 1 thing that will bog down your machine is temporary files being stored in the machine. The easiest way to combat this is to download and install the free program CCleaner, https://www.ccleaner.com/ccleaner/download

This program will automatically go through and delete all those files that are taking up space on your computer.

  1. Download CCleaner (it’s a small program and won’t take up space on your computer)
  2. Find the CCleaner install file in your computer downloads folder (or wherever you have set files to download)
  3. Double click the application install file and allow it to run on your computer.
  4. Once CCleaner is open you just have to press “Run Cleaner” and then press “OK” on the windows that pop up afterwards.
  5. When the program has finished running, It will then tell you how many temporary files were deleted. Then you are free to close the program. (I run this program about every other week on my machines.)

If you still haven’t noticed any improvements, then you can dig a little deeper and shut off some unnecessary Windows services.

  1. On your Windows machine, press the windows key (next to your ctrl and alt button) and the r key at the same time. After that combination has been pressed, a run command box will open in your bottom left hand corner. From there you can type in, services.msc and press enter or click “OK.”
  2. This will open up your Windows services. The first service to look for is one called Superfetch.
  3. Once you find it you can right-click on it and select “Properties.”
  4. This will open another window.
  5. Find start up type and change it to “Disabled.”
  6. At the Service Status, go ahead and stop the service and the press “Apply” and then “OK.” You can also apply the same steps to the services, “Background Intelligent Transfer Service” and “Windows Font Cache Service.”

Police: Teen in custody following incident at Manhattan High School

MANHATTAN — Law enforcement authorities are investigating a Manhattan teen following an incident at Manhattan High School.

Just before 1p.m. Tuesday, police filed a report for battery at Manhattan High School in the 2100 block of Poyntz Avenue.

Officers listed a 15 year old girl as the victim. According to the Wednesday arrest repot, Daisha Renee Gerald, 16 was arrested for alleged battery; Bodily Harm to another. She was taken to Juvenile Detention, according to the booking report.

Police released no additional details.

UDS 383 referred all questions on the incident to the RCPD, according to Director of Communications Michele Jones.
