Kansas unemployment rate drops to lowest in 18-years
TOPEKA, Kan. (AP) — Kansas saw its unemployment rate drop slightly in December to 3.4 percent and reach its lowest point in nearly 18 years.
In Riley County, rate fell from 2.7 in November to 2.3 percent. In Geary County, the rate dropped from 4.6 to 4.3 percent in December.
The state Department of Labor reported Friday that last month’s seasonally adjusted unemployment rate was lower than both the 3.5 percent reported in November and the 4.3 percent rate in December 2016. The state’s unemployment rate has remained below 4 percent since March 2017.
According to department statistics, the seasonally adjusted unemployment rate last dropped to 3.4 percent in February 2000.
The department also said the number of people working in private-sector, nonfarm jobs also grew by about 8,000 in December from December 2016. The increase was 0.7 percent.
Labor Secretary Lana Gordon said hours worked and real earnings also increased over the years as employers sought workers.

Kansas Might Jump-Start Careers With Free College In High School

When 18-year-old Columba Herrera walks across the graduation stage this May, she’ll leave Topeka Public Schools with two things — a high school diploma and the beginnings of her college transcript.
Herrera will have a semester’s worth of college credit — courses offered at Topeka West High School in conjunction with Washburn University.
Each freshman-level college class that the aspiring computer science major knocks out of the way while in high school gets her closer to her goal.
“That way,” she said, “I can actually get into the classes that are specific for my major.”
Herrera paid for those classes by working at a hospital. Even with the discount Topeka West students enjoy, Washburn tuition costs $141 per credit hour. At that rate, 15 credit hours — a typical semester — adds up to $2,115.
For future students, Lt. Gov. Jeff Colyer wants the state to pick up the tab. He is calling for 15 credit hours of free college classes for high-school students who want them.
That would expand a 2012 program that already lets Kansas high school students study at technical colleges on the state’s dime.
“Those kids that take dual-credit hours, they’re more likely to attend college,” Colyer said Friday. “Helping them get launched is really important.”
Colyer — the front-runner in fundraising for the governor’s race — threw his weight behind the agenda of Kansas’ state education agency.
It features prominently in Gov. Sam Brownback’s state budget proposal, which the outgoing governor has said he let Colyer prepare.
Among the board’s goals is easing the jump from high school to higher education.
“This will contribute greatly to Kansas meeting its post-secondary goals,” education commissioner Randy Watson said in an email about the proposal.
State education officials broadly want more Kansans to get something beyond a high school diploma — in large part to ready them for a changing job market. The state lags behind its own goals on that front.
So to speed that progress, there’s a push to start that post-high school work in high school. The Brownback/Colyer plan shoots for 75 percent of high school students pursuing post-secondary studies by 2023.
About 44 percent of the class of 2015 did.
Blake Flanders, president of the Kansas Board of Regents, which oversees state universities, said higher education officials believe increasing dual-enrollment could remove barriers to college for students whose parents didn’t attend. Likewise, it could build confidence for students who doubt their academic abilities.
“Some students may not believe college is in their future,” Flanders said, “Then they take a course in high school. They’re successful. And see that they can actually do it.”
Success of the program would depend on long-term funding, expanding course offerings and making sure high school students who enroll are ready to tackle college-level work.
“What we’ve seen is more of a rough outline,” Flanders said. “We want to learn more.”
Educators are concerned that five years after its inception, the existing 2012 initiative that grants tuition-free access to technical colleges is underfunded by several million dollars a year. That development reflects the state’s revenue woes of recent years, which hit as the number of high school students participating tripled to more than 11,000 this year.
It’s unclear how much the college credit proposal would cost because it’s unknown how many students would take the state up on its offer.
Access to dual-credit classes varies by school. Topeka West gradually built up to the 47 credit hours now available to its students. Doing so required faculty with advanced credentials and approval for teaching each course to college-level specifications.
“I’d be a little curious about what plans there are to help with credentials for teachers to be able to do that,” Topeka West principal Dustin Dick said.
But if logistics can be resolved and the Kansas Legislature proceeds, Dick is convinced more of his students will sign up for dual-credit. Topeka West students clocked 314 credit hours last semester alone — $44,274 in tuition.
Herrera, the Topeka West senior, hopes students like her younger sister, Kate, can dodge the tuition fees she faced. Columba Herrera had to work a job 20 hours a week on top of her course work. If tuition were free, she said, students could just focus on their studies.
“Not only would it benefit them financially,” she said. “I feel like it would also not stress them out as much.”

Police investigate report of firearms, ammunition stolen from vehicles
RCPD investigating alleged kidnapping, assault involving 4 teens
RILEY COUNTY — Law enforcement authorities are investigating a kidnapping and burglary and asking the public for help with information in the alleged crime.
Just after 1a.m. Saturday, police filed a report for aggravated assault, aggravated burglary, kidnapping, and criminal restraint in the 400 block of N 6th Street in Manhattan, according to the Riley County Police Department Activity report.
Officers listed two Junction City teens and two from Manhattan as the victims.
According to police two unknown suspects held two victims down and pointed a gun at one of the victims.
Police ask that anyone with information contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.00.
2 hospitalized after crash blamed on slick roads
WABAUNSEE COUNTY— Two people were injured in an accident just after 3p.m. Monday in Wabaunsee County.
The Kansas Highway Patrol reported a 2012 Honda CRV driven by Natalie Rae Stanley, 39, St. George, was north bound on Kansas 99 just south of Hereford Road.
The driver lost control due to road conditions striking a 2008 Peterbilt semi driven by James M. Barry, Manhattan. The semi rolled into the west ditch.
Stanley and Barry were transported to the hospital in Wamego. Both drivers were properly restrained at the time of the accident, according to the KHP.

RILEY COUNTY— Two people were injured in an accident just after 4p.m. Monday in Riley County.
The Kansas Highway Patrol reported a 2002 Mazda Tribute driven by Mason Josiah Randolph, 28, Manhattan, was westbound on U.S. 24 nine miles west of Manhattan.
Due to road conditions, the driver lost control of the vehicle. It struck a 2006 Chevy Monte Carlo driven by Mark Andrew Fritzson, 40, Manhattan.
Randolph and Fritzson were transported to Via Christi. Both drivers were properly restrained at the time of the accident, according to the KHP.
Junction City woman dies after car slides into oncoming traffic
DOUGLAS COUNTY— A Kansas woman died in an accident just before 2:30p.m Monday in Douglas County.
The Kansas Highway Patrol reported a 2002 Pontiac Sunfire driven by Kristina Lisa Robinson, 37, Junction City, was eastbound on U.S. 40 just east of Bob Billings Parkway. The driver failed to negotiate the curve and lost control of the vehicle. It slid sideways, crossing into the westbound traffic. An eastbound 2013 Chevy Malibu driven by Elijah Joseph Garcia, 20, Lawrence, struck the Sunfire in the passenger side right front quarter panel.
Robinson was pronounced dead at the scene. Garcia was transported to KU Medical Center.
A passenger in the Malibu Phillip Kwabena Amfoh Afful, 18, Lawrence, was transported to Overland Park Regional Medical Center.
Robinson was not wearing a seat belt, according to the KHP.

Citing what it calls an “I Kan(sas)” attitude toward solving problems, College Magazine lists several factors to support a No. 4 ranking for Kansas State University among U.S. veterinary colleges, including a high standard of excellence in patient care and scientific discovery in the area of infectious diseases. Further emphasis was placed on the university’s large animal expertise, impact on the cattle industry, learning objectives, student proficiency and the ability to identify and treat diseases.
College Magazine specifically named theCollege of Veterinary Medicine’s Center of Excellence for Emerging and Zoonotic Animal Diseases, the Rabies Laboratoryand the Center for Epithelial Research as standouts in the program.
“We are honored to be ranked among these exceptional peer institutions and universities,” said Bonnie Rush, interim dean of the college. “It is gratifying to be recognized for areas we have identified as our own strategic priorities: exceptional teaching, impactful research, outstanding service and extraordinary graduates.”
Second-year veterinary student Maggie Massey, Butler, Missouri, was quoted by the magazine for expressing her appreciation of the large animal faculty, citing Kansas State University instructors raise students to a “different level” to groom them to be industry leaders.
College Magazine’s ranking methodology is based on a variety of factors, such as data from the National Center for Education Statistics, news articles, university websites, course catalogs and student statements. The site also considers scholarship opportunities and noteworthy initiatives, and then applies a formal list of criterion scored on a 1-5 scale, with the lowest scores placing schools on top.
Police: $558 dollars taken from Manhattan woman’s vehicle
RILEY COUNTY — Law enforcement authorities are investigating a burglary and asking for assistance to locate suspects.
Just after 5:30 Monday, police filed a report for vehicle burglary in the 1600 block of Fairchild Avenue in Manhattan, according to the RCPD activity report.
A 28-year-old Manhattan woman reported an unknown suspect took her wallet from her vehicle. The total loss associated with this case is approximately $558.00.
Police ask that anyone with information contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.00.
Adults who stutter are needed for an eye-tracking study at K-State
MANHATTAN –Adults who stutter are sought for a study examining the eye movements of people who do and do not stutter.
Participants who stutter should be 18 or older, a native English speaker, and be free from any speech, language, or neurological disorders (other than stuttering).
The study will take place on campus and last approximately 1.5 hours. Individuals who qualify will receive $20 for participation. This study has been reviewed by the Institutional Review Board and received approval # 8512.

Kansas Day Celebration at Flint Hills Discovery Center
Manhattan, Kan. – The Flint Hills Discovery Center will commemorate the history and heritage of Kansas by celebrating Kansas Day on Sunday, January 28 from 12 – 5 PM.
Kansas Day is a state-wide observation paying tribute to its joining of the Union in 1861, when it became the 34th state.
While Kansas Day is officially recognized on January 29, the Discovery Center will host several interactive activities the day before. Activities will be centered on the state symbols of Kansas. Guests will be able to feel bison fur, see an ornate box turtle, kids can make a take-home sunflower craft and much more!
Admission is free to Members of the Flint Hills Discovery Center. Regular admission rates apply to all others.
Admission to Kansas Day activities will also allow guests to explore the Discovery Center’s newest exhibit opening January 27: Rainforest Adventure. Rainforest Adventure celebrates the diversity of a unique ecosystem needing protection—much like the Flint Hills. Funeral set for Bill Snyder’s 22-year-old grandson
MANHATTAN, Kan. (AP) — Police say the death of the 22-year-old grandson of Kansas State football coach Bill Snyder has been ruled a suicide.
A Riley County Police Department report obtained through an open records request says Matthew Snyder died last week of asphyxiation at his home in Manhattan.
The police document says Riley County police responded to an emergency call made by his father, Sean Snyder, who is Kansas State’s special teams coach. No one else was injured and no foul play is suspected.
The Snyder family is requesting that only family and friends attend the funeral on Thursday at a Manhattan church. Kansas State Athletics Director Gene Taylor said in a statement last week that the Snyder family is “greatly appreciative of the outpouring of support.”
