MANHATTAN, KAN. – The Riley County Police Department reported last week an aggravated robbery and kidnapping investigation took place in the 3000 block of Tuttle Creek Blvd. Police found that a 48-year-old male from Topeka, Kansas became the victim of these crimes when suspects that he knew physically battered him (including battery with a blunt object) and attempted to force him to withdrawal funds from an ATM. Prior to reaching an ATM he was able to flee from his attackers and contact police. Officers continue to investigate the matter and currently believe this incident to be an isolated event that has no evidence to support an increased danger to the public. This investigation is ongoing, however, at the time of this report an arrest had been made. Police arrested Joshua Foster, 23, of Manhattan on September 23, 2016 at approximately 3:50 PM. Foster was arrested on the offenses of aggravated robbery, aggravated kidnapping, and criminal threat. He was given a bond of $200,000.00 and at the time of this report he was confined at the Riley County Jail. RCPD anticipates at least once additional arrest in this matter.
Devin Decker, 18, of Manhattan was arrested while at the intersection of 10th Street and Bertrand Street in Manhattan on September 24, 2016 at approximately 12:30 AM. Decker was arrested on the offenses of fleeing or attempting to elude law enforcement, possession of an opiate, opium, or narcotic drugs, distributing a certain hallucinogenic, use or possession with intent to use drug paraphernalia, possession of stolen property, burglary, and criminal damage to property. He was given a bond of $20,000.00 and at the time of this report was not confined at the Riley County Jail.
Officers with the Riley County Police Department responded to a vehicle collision near the intersection of 3rd Street and Humboldt Street in Manhattan. Police found that while traveling south on N. 3rd Street a 2011 Nissan Titan, driven by Amanda Shallcross, 36, of Junction City, Kansas, struck Shawna Case, 27, of Manhattan (who was carrying a 3-year-old male child) as she was walking across a crosswalk. Both Case and the child were transported to Via Christi Hospital for treatment (injury and status unknown). This collision is currently under investigation and at the time of this report no further information was available.
