The following summary of calls for service/reports filed by the Riley County Police Department is a portion of those received by police. Some names, addresses, and case details are withheld to follow local, state, and federal law as well as in an attempt to protect community members from being victimized further. Those arrested are presumed innocent until proven guilty in a court of law.
MANHATTAN, KAN. – Mark Burghart, 49, of Manhattan was arrested on September 2, 2016 at approximately 1:40 PM. Burghart was arrested on the offense of failure to appear with an original offense of aggravated burglary. He was given a bond of $40,000.00 and at the time of this report was confined at the Riley County Jail.
Police arrested Craig Lewis, 26, of Carbondale, Kansas on September 2, 2016 at approximately 6:05 PM. Lewis was arrested on the offense of failure to appear with an original offense of use or possession with intent to use drug paraphernalia. He was given a bond of $5,000.00 and at the time of this report was confined at the Riley County Jail. Lewis was arrested while at the Riley County Police Department.
The Riley County Police Department arrested Kevin Harbaugh, 34, of Manhattan on September 3, 2016 at approximately 6:00 PM. Harbaugh was arrested while in the 900 block of Pierre Street in Manhattan on the offenses of failure to appear (X4) and driving while license was suspended, cancelled, or revoked (warrants with original offenses of motion to revoke parole, for the offense of driving while suspended, criminal use of a financial card, violation of protection order, and intimidation of a witness or victim). At the time of this report he was no longer confined on his total bond of $19,000.00.
RCPD filed a report for the offense of theft in the 600 block of Leavenworth Street in Manhattan on September 4, 2016 at approximately 11:20 AM for a crime that occurred in the overnight hours of September 3, 2016 into September 4, 2016. Police listed Robert Huber, 48, of Manhattan as the victim when a 12-foot flatbed trailer was removed from the area without his permission. Alicia Minner, 31, of Ogden, Kansas was arrested on September 4, 2016 at approximately 10:00 PM while in the 200 block of 7th Street in Ogden. Minner was arrested on the offenses of failure to appear (X3) with original offenses of motion to revoke parole for the offense of battery, domestic battery, and possession of certain hallucinogenic drugs. She was also arrested on the offense of interference with law enforcement. Minner was confined at the Riley County Jail at the time of this report on a bond of $16,000.00.
A report was filed in the 1200 block of Laramie Street for the offense of aggravated assault on September 5, 2016 at approximately 12:10 AM. Officers were informed of an incident that involved a passenger car with 2 males inside. One of these males brandished what witnesses believed to be a firearm. Officers continue to investigate the matter and ask that anyone with information contact the Manhattan Riley County Crime Stoppers.
Police filed a report for the offense of aggravated criminal sodomy in the city limits of Ogden, Kansas on September 5, 2016. This crime occurred on the evening of September 4, 2016 and involved a female victim who is 31 years of age. Police were told that the suspect was a 39-year-old male who was known to the victim. Due to the nature of this crime no further information was released.
Amanda Buckley, 29, listed as homeless was arrested on September 5, 2016 while in the 500 block of Yuma Street in Manhattan at approximately 6:15 PM. Buckley was arrested on the offenses of possession of opiates, opium, or narcotic drugs, possession of paraphernalia with intent to manufacture, operate a motor vehicle without a valid license, and transporting an open container. She was given a bond of $9,000.00 and at the time of this report was confined at the Riley County Jail. This arrest stemmed from a traffic stop.
