Kansas cancels grant for early literacy program in schools

TOPEKA, Kan. (AP) — The state of Kansas is canceling a grant for an early literacy program for public school children after an audit found the company that administers the course received millions of dollars it wasn’t entitled to during former Gov. Sam Brownback’s administration.

The Kansas Department for Children and Families announced Friday it was ending the contract with Hysell & Wagner, which operated the Kansas Reading Roadmap program.

An audit that began under Brownback’s administration but was never finalized or released found that Hysell & Wagner claimed nearly $2.3 million in 2014 and 2015 that it shouldn’t have, the agency said in a news release. In a typical year, the grant is worth about $9 million.

Democratic Gov. Laura Kelly’s administration has found other problems with Hysell & Wagner’s grant, including excessive payments for executive salaries and expenses from Temporary Assistance for Needy Families funds, which are designated for needy families. Those expenses included 38 trips between Kansas and CEO residences in Washington, D.C., and San Diego.

“The Department for Children and Families is committed to ensuring that recipients of federal and state funds are spending those funds efficiently,” agency Secretary Laura Howard said. “After reviewing the results of a DCF audit and despite heightened oversight during the first six months of 2019, it’s clear that Hysell & Wagner is falling short of this basic standard.”

The Reading Roadmap program, which is designed to improve literacy and achievement gaps for young elementary students, will continue. The state plans to directly fund the schools planning to offer the program for this academic year.

The director of the Reading Roadmap program, Andrew Hysell, said the company was confident it had properly operated the program, The Wichita Eagle reported .

“We’ll stand behind our administration of this grant. We’ll go before the Legislature. If we need to, to save our reputation, we’ll go before a court,” Hysell said. “We are very 100 percent behind our work.”

The company’s owners received $216,000 in direct expenses, and more than $607,000 was designated in the grant as guaranteed payments for the owners to cover indirect expenses. The expenses charged to the Reading Roadmap grant exceeded a limit of 15 percent of grant costs.

Howard said her agency tried “in good faith” to work with Hysell & Wagner to correct the issues but the company “continues to struggle with the heightened monitoring requirements and has rejected revisions in their FY 2020 contract addressing indirect costs.”

“I’ve always been concerned about the use of no-bid contracts and lack of accountability under the previous administration,” Kelly said in a statement. “It’s clear that the State of Kansas cannot continue to support Hysell & Wagner’s administration of the Kansas Reading Roadmap program.”

Beach exhibit showcases Louisiana trail riders

MANHATTAN — A chance encounter between a motorcyclist and African American trail riders in Louisiana sparked the photographs featured in the new Marianna Kistler Beach Museum exhibition “Jeremiah Ariaz: Louisiana Trail Riders” and led to the photographer being named the 2019 Friends of the Beach Museum of Art Gift Print Artist.

The exhibition will run through Dec. 9 in the Beach Museum of Art’s Archie and Dorothy Hyle Family Gallery.

The focus of photographer Jeremiah Ariaz’s exhibition photos are the African American trail riding clubs in southwest Louisiana. The professor of art at Louisiana State University in Baton Rouge and former Kansan came across the clubs in 2014 while riding his motorcycle. When he pulled over to allow the equestrians to pass, he got out his camera and took a few photographs. He was soon invited to join the riders and became a fixture among the clubs for the next few years.

The trail riding clubs are part of Louisiana’s Creole culture that has its roots in the population of Frenchman, Native Americans and free people of color who settled in the region during the 18th century. Today’s Louisiana trail riding clubs number in the dozens and bear distinctive names such as the 5 Star Fillies, Steady Steppin’ Riders and Crazy Hat Riders. Club members gather on weekends and move through parish communities and prairie grasslands, listening to zydeco music from a sound system or by live bands in tow. The trail rides are an opportunity for generations from rural parts of the state to gather and celebrate.

“Jeanerette Trail Ride (Jeanerette, LA)” is a 30-by-45-inch inkjet print by Jeremiah Ariaz and part of the exhibition “Jeremiah Ariaz: Louisiana Trail Riders” on display at the Beach Museum of Art through Dec. 9.

Ariaz, who was born in Hutchinson and grew up in Great Bend, says the clubs have influenced his understanding of American history.

“I spent my childhood in Kansas and had a particular image of a cowboy shaped by popular culture,” Ariaz said. “He was gruff, serious, white and situated in the modern West. The trail riders in Louisiana are a stark contrast to most depictions of cowboys, offering a radically different vantage point to consider images of the West and acknowledging that black equestrian culture stems from a time when the American West was Louisiana Territory.”

Ariaz earned a Bachelor of Fine Arts from the Kansas City Art Institute and a Master of Fine Arts from the State University of New York at Buffalo.

The museum will offer some related activities, all free and open to the public:

  • The Art in Motion cowboy-themed kickoff event will be 11 a.m. to 4 p.m. Sept. 28, at the Beach Museum of Art.
  • At 2 p.m. Nov. 16, at the Volland Store Gallery near Alma, Ariaz will sign copies of his 2018 book, “Jeremiah Ariaz: Louisiana Trail Riders” and give a talk. As part of the program, Liz Seaton, Beach Museum curator, will present a talk about the museum’s exhibition, “John Steuart Curry: The Cowboy Within,” which will run from Sept. 24 to March 21, 2020.
  • “Buffalo Soldiers,” a made-for-TV movie from 1997 starring Danny Glover, will be screened and followed by comments from consultant and actor Barrie Tompkins of the Nicodemus Buffalo Soldiers Association from 5-7:30 p.m. Jan. 30, 2020, at the Beach Museum of Art.

The “Jeremiah Ariaz: Louisiana Trail Riders” exhibition is supported by the Greater Manhattan Community Foundation’sLincoln and Dorothy I. Deihl Community Grant Program, Dan and Beth Bird, the Bluemont Hotel and the Friends of the Beach Museum of Art. The artist’s work and the exhibition are made possible by South Arts; the Louisiana Endowment for the Humanities; New Orleans Jazz & Heritage Foundation; and the Louisiana Board of Regents.

The Beach Museum of Art, at 14th Street and Anderson Avenue, is open Tuesday, Wednesday and Friday from 10 a.m. to 5 p.m.; Thursday from 10 a.m. to 8 p.m.; and Saturday from 11 a.m. to 4 p.m. Admission is free and free parking is available adjacent to the museum.

The Latest: Company sees retaliation in Kan. ending school literacy program

TOPEKA, Kan. (AP) — The president of the company that formerly ran a literacy program for Kansas’ public elementary schools alleged Monday that the state canceled the multimillion-dollar grant in “retaliation” for the firm’s opposition to major changes state officials were seeking.

The Kansas Department for Children and Families ended the grant for Washington-based Hysell & Wagner six weeks after its president, Andrew Hysell, and department secretary, Laura Howard, signed a yearlong extension in late June imposing new conditions. Hysell told reporters that two days after he and Howard signed the extension, the department began seeking another change, in how the company distributed grant dollars to public schools.

The department announced the end of the grant Friday, saying it had found problems that included excessive payments for expenses that included travel by Hysell and another top executive for the Reading Roadmap program.

The department also released the draft of an internal audit completed in 2017 that hadn’t previously been made public, which said $2.3 million in grant funds were “incorrectly claimed and paid” to the company in 2014 and 2015. Hysell strongly disputed those claims Monday or suggestions that administrative expenses were improper.

The department cited the draft audit’s conclusions in announcing its decision to end the grant, and Hysell on Monday called it “grossly inaccurate.” He said releasing details from the draft audit violates the company’s rights to due legal process and accused the department of “a dangerous abuse of governmental authority.” The result was “traumatic” for Reading Roadmap staff, he said.

“There were tears — disbelief,” he said. “I can’t just let this sit out there.”

The department launched the Reading Roadmap initiative during Republican Gov. Sam Brownback’s administration, using funds designated for cash assistance to low-income families. Democratic Gov. Laura Kelly took office in January, having been a state senator and vocal critic of Brownback’s social services policies.

Spokesman Mike Deines said the department ended the grant because it “needs to be a good steward of taxpayer dollars.” The grant once was worth more than $9 million a year, though the latest extension called for the state to spend $7.8 million.

Howard and Hysell signed the one-year extension of the grant on June 28, just three days before the start of the state’s current budget year.

Hysell said that on June 30, the department began pushing the company to change its system for distributing dollars to school districts, in which they received most of their money as two big advances, rather than after-the-fact reimbursements. Hysell said small districts might face problems paying staff costs otherwise.

He released a memo dated Aug. 4, which he said went to department officials, saying the proposed change would “put schools at risk” and create “significant problems.”

But Deines said the department’s decision wasn’t based only on the company’s resistance to changing how grant funds were distributed.

“It was an accumulation of issues,” he said in an email.

Police investigate alleged social media threat by Manhattan high school students

MANHATTAN — Law enforcement and school district authorities are investigating an alleged social media threat in Manhattan.

On Wednesday, a citizen alerted the Riley County Police Department that a video had been posted to the social media messaging phone app Snapchat which depicted a 15-year-old boy and 15-year-old girl holding what appeared to be a gun and making threatening statements, according to Captain Josh Kyle.

Preliminary investigation indicates the video was directed at a different 15-year-old boy and a 17-year-old boy.

All the parties mentioned are students at Manhattan High School West Campus.

USD 383 has assisted RCPD during this investigation and all involved parties including parents have been contacted, according to Kyle. The video did not include any threats to the safety of Manhattan High School.

No arrests have been made.  The RCPD has not heightened its presence at the school in response to this incident.

Manhattan Regional Airport will celebrate 10 years with American Airlines

Manhattan Regional Airport will celebrate the 10th anniversary of American Airlines regional jet service with a cake cutting ceremony on Friday, Aug. 23 at 10 a.m. in the terminal lobby . The public is welcome to attend the ceremony which will launch a 10-month-long campaign and contest for prizes.

American Airlines officially started service at Manhattan Regional Airport on Aug. 25. What began as a single destination to Dallas-Fort Worth grew to include Chicago O’Hare. Passengers getting on board at MHK have also increased dramatically in the last 10 years, growing from about 10,000 to over 70,000 emplanements and setting a record in 2018.

To celebrate, a cake cutting ceremony will launch a 10-month campaign and contest from Aug. 23 to June 30, 2020. The Manhattan Convention and Visitor’s Bureau is managing the contest, which will include monthly drawings for various vacation and staycation packages.

To participate in the contest, any passenger 18 years of age or older who flies in and out of Manhattan Regional Airport between Aug. 23, 2019 and June 30, 2020 is eligible to submit one entry each time they arrive or depart MHK.

The newly renovated passenger terminal at MHK currently offers three flights to Dallas-Fort Worth and three flights to Chicgo O’Hare daily.

Industrial hemp regulations draft available for public input

MANHATTAN, Kan. — A draft of regulations for the Commercial Industrial Hemp Program in Kansas is now available for public input on the Kansas Department of Agriculture website.

The draft was developed by KDA and will be available for public review by the industrial hemp state advisory board and stakeholders. An Industrial Hemp Advisory Board meeting is scheduled for Friday to discuss the draft of the commercial regulations.

The draft can be found at agriculture.ks.gov/IndustrialHemp, and comments may be submitted there or emailed to KDA.industrialhemp@ks.gov through Sept. 13. Following this public input stage, all feedback will be considered in revising the regulations prior to beginning the next step in the formal adoption process.

As part of the formal adoption process, the regulations will be reviewed by several entities, including the Division of Budget, Department of Administration, the Attorney General, and the Joint Committee on Administrative Rules and Regulations. In addition, they will be subject to a public hearing which will be announced in the Kansas Register 60 days prior to the hearing. The state’s Commercial Industrial Hemp Program plan also must be approved by the U.S. Department of Agriculture. The USDA is expected to provide the “Final Rule” on the establishment of a domestic hemp production program in late August 2019.

Reports: Stolen Hy-Vee account information being sold

DES MOINES, Iowa (AP) — An Iowa-based grocery chain says it’s aware of reports that hacked customer account information is being sold online.

The Des Moines Register was the first to report that credit and debit card information of some Hy-Vee customers is being sold on an internet site for $17 to $35 apiece.

Hy-Vee issued a statement to station KCCI saying it is aware of reports of the stolen information being sold and is working with payment card networks to identify the cards and work with issuing banks.

Hy-Vee acknowledge earlier this month that it detected unauthorized activity on some of its payment processing systems linked to card payments at Hy-Vee restaurants, fuel pumps and drive-thru coffee shops. The company doesn’t believe the breach extended to payments systems used inside its grocery stores, drugstores and convenience stores.

Hy-Vee operates more than 240 retail stores across Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, South Dakota and Wisconsin.

Fall semester is set to begin at Kansas State University

Monday ( Aug. 26 ) is the first day of the fall semester at Kansas State University.

On Sunday evening ( Aug. 25 ) there will be a new student convocation at Bramlage Coliseum from 5:45 – 6:45 p.m. and then a pep rally and activities at Bill Snyder Family Stadium from 6:45 – 9 p.m. The latter event will include a free dinner and an opportunity to learn many of the university’s game day traditions from the K-State Marching Band. There will also be live music and interactive games on the football field.
