KDOT: Orange lights in special places for work zone safety awareness week

TOPEKA– Several buildings and bridges across Kansas will be lit up in orange lights to help raise awareness on work zone safety for the week of April 8-12.

The City Hall building in Topeka was lit in orange last year as part of National Work Zone Awareness Week.

During this week, orange lights will be seen at the following locations:

  • The Kansas Department of Transportation’s District offices in Topeka, Salina, Norton, Chanute, Hutchinson, and Garden City, as well as several KDOT Area offices
  • Governor’s Mansion in Topeka
  • Amelia Earhart Memorial Bridge in Atchison
  • Visitor’s Center in the Capitol
  • Eisenhower State Office Building in Topeka
  • Front of the Topeka City Hall building
  • Travel Information Center on I-70 near Goodland

This “Go Orange” movement is part of National Work Zone Awareness Week, a national safety campaign KDOT and several partner organizations participate in every year. The campaign highlights the dangers faced by highway workers and motorists in work zones and promotes safer behaviors. People are encouraged to participate by wearing orange on Thursday, April 11, the official Go Orange Day! in Kansas.

Sheriff: 4 adults, 5 juveniles arrested at Milford lake party

GEARY COUNTY — Law enforcement authorities are investigating five juveniles and four adults on drug and alcohol allegations.

Just before 9p.m. Saturday, deputies were dispatched to a cabin at Acorns Resort and RV Park in the 3000 Block of Farnum Creek Road at Milford Lake in reference to juveniles drinking and possibly smoking marijuana, according to a media release.

Deputies arrested five juveniles from Abilene including two girls on allegations ranging from suspicion of Possession of Marijuana and Possession Drug Paraphernalia to Minor in Possession of Alcohol to Interference with Law Enforcement and another girl on suspicion of Possession of Marijuana and Drug Paraphernalia and Minor in Possession Alcohol.

Deputies arrested a boy for suspicion of Possession of Marijuana, Possession of Drug Paraphernalia, and Minor in Possession of Alcohol, while another boy was arrested on suspicion of Possession of Marijuana and Drug Paraphernalia, Minor in Possession of Alcohol, Identity Theft, and two counts of Interference with a Law Enforcement Officer.

Update: School on temporary lockdown during search for gunman

RILEY COUNTY—Just before 9a.m. Tuesday, the Riley County Police Department received a report of an armed individual in the 200 block of Riley Avenue in Ogden.

Police took the subject into custody. While responding to the scene officers requested the local elementary school be placed into temporary lock out.

Police asked that the public avoid the area while officers are on scene.
Authorities released no additional details.

Manhattan man held on $100K bond for alleged rape, kidnapping

RILEY COUNTY —Law enforcement authorities are investigating a suspect for an alleged sexual assault.

Just after 9:30p.m. Monday, police arrested Benjamin Jones III, 34 of Manhattan on a Riley County District Court warrant in the 300 block of Bluemont in Manhattan.

Jones is being held on $100,000.00 bond on requested charges of rape, aggravated burglary, aggravated kidnapping and aggravated sexual battery.

Kansas Guard brigade captain resigns over suicide concerns

TOPEKA, Kan. (AP) — A captain in a Kansas National Guard brigade has resigned over what she says is a lack of concern from guard leadership over recent suicides.

Capt. Tara Fields, a Junction City native, is a behavioral health officer. She has served 12 years in military, eight on active duty. She said her resignation will be final by the end of April.

Kansas Guard Maj. Gen. Lee Tafanelli said the guard has had nine suicides in the last five years, with three in the past 18 months.

Fields says suicides of a civilian worker and a man who had just been discharged weren’t included in the guard’s official number.

Tafanelli said the guard is concerned about every death and offers several programs to help struggling members.


Boys State of Kansas registration open for 2019 session

MANHATTAN — The deadline to register for the 2019 session of the American Legion Boys State of Kansas Leadership Academy is just around the corner — Monday, April 15. However, if those interested in the program miss the deadline, the program will continue to take registrations through Monday, May 26, as space allows. The event, which will be in its 82nd year, will be held Sunday, June 2, through Friday, June 7, at Kansas State University in Manhattan.

The ALBSKLA is for young men who will enter their senior year of high school in the fall of 2019. It provides a relevant, interactive, problem-solving experience in leadership and teamwork that develops self-identity, promotes mutual respect and instills civic responsibility. Boys State is a “learning by doing” political exercise that simulates elections, political parties and government at the state, county and local levels, providing opportunities to lead under pressure, showcasing character and working effectively within a team. It’s also an opportunity to gain pride and respect for government and the price paid by members of the military to preserve democracy.

The cost to attend the Boys State of Kansas program is $325; however, in most instances, sponsors pay for the majority of the fees, with the delegate or his family paying a $50 applicant fee. Those wishing to attend the program should visit http://kansasboysstate.com/ to register.

Potential sponsors, such as American Legion posts, civic organizations, businesses, clubs and interested individuals, or those with questions, should contact Troy Fowler, ALBSKLA director of operations, at troy.fowler@ksbstate.org.

The American Legion Boys State of Kansas Leadership Academy is an interactive simulation that teaches high school seniors-to-be the value of democracy and civic duty. Participants form mock governments and campaign for positions at the city, county and state levels. After the elections, participants find out firsthand the difficult decisions made daily by those in government through a series of challenging simulations. Delegates, nominated to attend by their high school counselors and other influential people in their lives, are sponsored by American Legion posts and various civic organizations from across the state. All delegates demonstrate outstanding leadership qualities in student government, athletics and/or other activities.

The Boys State program was founded by Legionnaires Hayes Kennedy and Harold Card in Illinois in 1935, and was first held in Kansas two years later in Wichita. The Kansas program moved to the University of Kansas in Lawrence in 1963 and remained there until 1991. The following year, it moved to its current location at Kansas State University in Manhattan. Police: Kansas forgery, burglary suspect seen in Manhattan

SALINE COUNTY —Law enforcement authorities are investigating the forgery and attempted forgery at two bank branches in Salina and report the suspect is  also wanted for other incidents.

On Sunday, someone broke into two vehicles at the Salina Soccer complex at 2100 E Magnolia, Salina Police Captain Paul Forrester.

A 33-year old woman reported that someone broke the driver side window of her 2015 Hyundai Sonata and stole various items including her black Coach purse, diamond earrings, credit cards, ID, and checks. Total loss was estimated at $1,279.

A 34-year-old woman reported that someone broke the driver side window of her 2008 GMC SUV and stole various items including her purse, credit cards, ID, checks, and a couple of hundred dollars in cash. Total loss was just under $500.

One victim was notified that her Discover card was being used at Walgreens, 700 S. Broadway. According to Forrester, a white female with brown hair attempted to purchase three pre-paid VISA cards, but the amount was over Walgreen’s limit, so she only purchased two, resulting in a $512 charge to the Discover card.

The victim then went to Walgreens and located her purse in a dumpster along with another victim’s Coach purse, according to Forrester. Items from the purses were still missing.

This is the white Volvo S90 the suspect was seen driving while at the two First Bank Kansas branches. The license tag on the vehicle is stolen, according to Salina Police. This vehicle also was seen at the Manhattan Walmart on Sunday.

On Monday, the suspect was in the drive-through at First Bank Kansas, 235 S. Santa Fe, in a white Volvo S90 and used a stolen check to withdraw $1,100 from Krehbiel’s account, Forrester said.

The woman then used a stolen check belonging to Cornerstone Clinic to deposit $2,400 into Linn’s account and then got $1,700 in cash back at the First Bank Kansas facility at 2860 S. Ninth, at approximately 1 p.m. on Monday, Forrester. The female returned to the bank a short time later and tried to withdraw an additional amount of money, but an alert First Bank Kansas employee who remembered Linn working for the bank, recognized that the female attempting to withdraw money was not Linn, Forrester said. The employee tried to coax the female into the bank, but she drove off instead, he said.

The woman is believed to be a suspect in incidents in Manhattan, and was seen on surveillance video at the Manhattan Walmart on Sunday.

RCPD: Sex crime involved 81-year-old man, 29-year-old victim

RILEY COUNTY — Law enforcement authorities are investigating an alleged sex crime.

Just after 12:30a.m. Wednesday, police filed a report for sexual battery in Manhattan involving a 29-year-old female victim, according to the Riley County Police Department activity report.

Police listed an 81-year-old man known to her as the suspect.

Due to the nature of the crime reported, police released no additional details.

 

Kansas governor speaks out against ‘all-punitive’ prison system

WICHITA, Kan. (AP) — Kansas Gov. Laura Kelly says she wants to move the state’s prison system from being “all-punitive to much more therapeutic.”

Kelly made the comment Tuesday while speaking to more than 200 people at a Wichita school district administration building. Kelly says she has learned challenges within the Kansas Department of Corrections are worse than anticipated. In the search for a replacement to the agency’s interim leader, the governor said she would seek someone eager to properly staff prisons and transition the facilities to a rehabilitative footing.

She also says Kansas should engage in comprehensive sentencing reform because too many people were being thrown in jails and prisons. And she added that too many were held long after a point in which it had any benefit.

26th annual K-State Boy Scouts Merit Badge Conference

MANHATTAN —The 26th annual K-State Boy Scouts of America Merit Badge Conference and Target First Class Program will take place on Saturday, April 27. There will be over 1,200 Scouts and adult leaders from 118 Troops throughout Kansas, Oklahoma, Nebraska, and Missouri.

48 merit badge classes will be taught by 75 K-State faculty members and experts from the Manhattan community. Merit badge classes will take place at Colbert Hills Golf Course, Manhattan Airport, Manhattan Area Technical College, Manhattan Fire Station, and throughout the K-State campus.

Keynote speakers for the past 4 years have been Dr. Kirk Schulz (an Eagle Scout and 13th K-State president), Jerry Moran (member of the Boy Scouts Coronado Area Council Executive Committee and US Senator for Kansas), Richard Myers (a Star Scout, retired four-star general in the US Air Force, 15th Chairman of the US Joint Chiefs of Staff, and 14th K-State president), Dr. Peter Dorhout (an Eagle Scout, award-winning Chemistry professor, current President of the American Chemical Society, and K-State’s Vice President for Research). Census: Number of Kansas farms has dropped 5% over 5 years

WICHITA, Kan. (AP) — The government’s latest Census of Agriculture for Kansas shows the number of farms in the state has dropped 5% from the count taken five years earlier.

The National Agricultural Statistics Service reported Thursday that there were 58,569 farms in Kansas during 2017. They covered some 45.8 million acres, down 1% from the 2012 census. Farms comprise 87.5% of total land in Kansas.

Kansas farms averaged 781 acres, about 34 acres larger than when the agency counted five years ago.

Kansas producers sold $18.8 billion of agricultural products in 2017, up 2% from 2012. About 66% of those products came from livestock and 34% from crops.

Average net farm income was $49,291 in 2017, down 3% from 2012.

The government’s agricultural census is conducted every five years.

Officials in Manhattan keeping a close eye on water levels in Tuttle Creek Lake

(MANHATTAN, KS – April 12, 2019) Local officials started meeting on April 3 to discuss preparedness for spring flooding potential at Tuttle Creek Lake/Big Blue River and other tributaries. Personnel from the U.S. Army Corps of Engineers (USACE), Riley County Emergency Management, Pottawatomie County Emergency Management, Manhattan Fire Department, Pottawatomie County Fire Department, the Riley County Police Department, Pottawatomie County Sheriff’s Department, City of Manhattan, and other officials will all coordinate efforts if a flood event occurs.

Widespread unregulated flows across western Iowa, eastern Nebraska and southeastern South Dakota have caused devastating flooding on multiple tributary streams and extensive overtopping and breaching of the Missouri River levees south of Omaha, Nebraska.  The Missouri River levee system has been severely compromised. The Kansas City District has held Kansas River reservoir releases to minimum amounts to mitigate for high Missouri River flows and will continue to hold water until conditions allow for releases.  The Corps began releasing water stored behind Harry S. Truman Dam on April 2 into the lower Missouri River, because river levels at Hermann, MO were declining.  However, flows in the upper Missouri River remain elevated.

As of today, April 12, 2019, Tuttle Creek Lake is at 1115.40 ft above sea level. This means the Flood Control Space is half full and the lake is 22 ft below the level it reached for the 1993 flood. The USACE posts lake level updates daily at https://www.nwk.usace.army.mil/Locations/District-Lakes/Tuttle-Creek-Lake/Daily-Lake-Info-2/.

The USACE reports that the flood water storage of Tuttle Creek Lake is at about 50% capacity. Flood control space indicates the water capacity above the normal pool level (see graphic). Daily report data from the USACE is available at https://www.nwk.usace.army.mil/Locations/Water-Management/.

“Residents in the floodplain and other low-lying areas that don’t already have flood insurance should consider whether purchasing flood insurance would be an appropriate risk reduction measure for them.  In addition, they should begin having preliminary discussions about where they could live and store essential valuables should significant releases from the Tuttle Creek Dam become necessary,” says Chad Bunger, Floodplain Manager and Assistant Director of Community Development for the City of Manhattan.

Flood insurance is available for property owners and renters and typically takes 30 days to go into effect. To find out if a home is in the floodplain area, check the floodplain map on the City of Manhattan website at https://cityofmhk.com/2201/Flood-Insurance-Rate-Maps. Note: areas outside and near the official floodplain could also flood depending on conditions.
