2 Manhattan residents, bank report $4700 loss

MANHATTAN — Law enforcement authorities are investigating a case of alleged fraud.

Just after 2p.m. Monday, police filed a report for criminal use of a financial card in the 700 block of Poyntz Ave. in Manhattan, according to the Riley County Police activity report.

Officers listed a two residents of Manhattan and Commerce Bank as the victims when it was reported a known male suspect fraudently used a financial card belonging to the victims.

The estimated total loss associated with this case is approximately $4,477.00.

Sheriff investigates series of burglaries in Wabaunsee Co.

WABAUNSEE COUNTY — Law enforcement authorities are investigating a series of burglaries in Wabaunsee County.

According to the sheriff’s Department, there have been several burglaries to homes and outbuildings in the south east area of the county. Individuals are breaking into homes in the afternoon and evening hours.

The sheriff’s office alerted residents to be very cautious. The alleged burglars were observed by property owners and one of the suspects was armed with a handgun and possibly in a blue pickup and a silver pickup.

“These individuals have stolen everything from ATV’s to the copper wire and air conditioner units from homes.

Use caution if strangers are knocking or approaching your homes, report any vehicles that do not belong in the area or look out of place and call 911.”

Manhattan business reports embezzlement of $27,000

RILEY COUNTY —Law enforcement authorities are investigating alleged embezzlement.

Just before noon Monday, police filed a report for embezzlement in the 500 block of South 8th Street in Manhattan, according to the Riley County Police activity report.

Officers listed WB Electronics as the victim when it was reported

A known male suspect took $27,000 from WB Electronics, according to the RCPD.

Police did not release the name of the alleged suspect or additional details.  Police have not made an arrest.

Pope appoints 12th bishop of Diocese of Salina

Vincke

SALINA — At noon Wednesday in Rome (5 a.m. Central Time), Pope Francis named Monsignor Gerald Lee Vincke, Bishop Elect of the Diocese of Salina. His current assignment with the Diocese of Lansing is Pastor of Holy Family Parish in Grand Blanc, Mich. Msgr. Vincke currently serves on the Presbyteral Council, the Priest Assignment Committee and the College of Consultors of the Diocese of Lansing.

Bishop-elect Vincke is scheduled to be ordained and installed as the 12th Bishop of Salina at Sacred Heart Cathedral. The date and time of the Ordination and Installation will be announced at a later date. Until that time, Rev. Francis E. Coady will continue to serve as Diocesan Administrator.

UPDATE: 1 hospitalized after house fire in Manhattan

RILEY COUNTY — One person was injured in a fire Tuesday in Manhattan.

Crews had the fire in the basement of the home in the 2500 Block of Meadowood Drive under control in about 20 minutes, according to the Manhattan Fire Department. Two residents were home at the time. One was transported to the hospital for treatment.

Authorities have determined the fire was incendiary, according to Assistant Fire Chief Sam Dameron.

The Riley County Police Department is assisting with the investigation.

Damage is estimated at $35,000, according to the fire department.

Police: Manhattan business reports $50K computer crime

RILEY COUNTY — Law enforcement authorities are investigating alleged computer crime.

Just after 3p.m. Tuesday, police filed a report for theft by deception and computer unlawful acts in the 1100 block of Westport Drive in Manhattan, according to the Riley County Police Department activity report.

Officers listed Dentistry by Design, Bret Gilsdorf, 41, of Manhattan, and CFO & Accounting as the victims of fraud online.

The suspect is unknown. The estimated total loss associated with this case is approximately $50,000.00.

Police ask that anyone with information contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.00.

Junction City man hospitalized after thrown from Motorcycle

RILEY COUNTY — One person was injured in an accident just before 9:30a.m. Wednesday in Riley County.

The Kansas Highway Patrol reported a 2011 Honda Motorcycle driven by Jeremy R. Scott, 31, Junction City, was eastbound on Kansas 18 eleven miles northeast of Manhattan, traveling with a convoy of motorcycles.

The group came to an abrupt stop. Scott lost control when he hit the brake. He tried laying the motorcycle down to keep from hitting any other vehicles and was ejected from the Honda.

Scott was transported to Via Christi in Manhattan. He was not wearing a helmet, according to the KHP.

Kansas Supreme Court to conduct special evening session in Manhattan

TOPEKA—The Kansas Supreme Court will conduct a special evening session September 24 at Manhattan High School in Manhattan as part of its ongoing outreach to familiarize Kansans with the high court, its work, and the overall role of the Kansas judiciary.

The court will be in session from 6:30 p.m. to about 8 p.m. Monday, September 24, in the Manhattan High School Auditorium at 2100 Poyntz Avenue.

It will be the Supreme Court’s first visit to Manhattan in the court’s 157-year history, and it will be only the ninth time that the court will hear cases in the evening.

The public is invited to attend the special session to observe the court as it hears oral arguments in two cases to be announced about one month before the special session. After the hearing concludes, the justices will greet the public in an informal reception outside the high school auditorium.

“Community visits are a great way for the people of Kansas to get to know us—to see who we are, what we do, how we do it—and to learn about the judiciary’s role in our society,” said Chief Justice Lawton Nuss. “We encourage anyone who’s ever been curious about Supreme Court proceedings to come. We continue to provide live webcasts of all our courtroom sessions in the Kansas Judicial Center in Topeka, but people tell us there’s nothing like seeing proceedings in person.”

The Supreme Court has conducted several special sessions outside its Topeka courtroom since 2011, when it marked the state’s 150th anniversary by convening in the historic Supreme Court courtroom in the Kansas Statehouse. From there, and through the end of 2011, the court conducted special sessions in Salina, Greensburg, and Wichita. Since then, the court has had sessions in Garden City, Hays, Hiawatha, Hutchinson, Kansas City, Overland Park, Pittsburg, Topeka, Winfield, Emporia, and Colby.

The court started conducting evening sessions when it visited Hays in April 2015. That event at Fort Hays State University drew a crowd of nearly 700 people. Subsequent evening sessions have also drawn crowds numbering in the hundreds.

Police: Manhattan woman lost $2400 in jewelry

MANHATTAN — Law enforcement authorities are investigating a burglary.

Just before 1p.m. Wednesday, officers filed a report for vehicle burglary in the 3200 block of Valleywood Drive in Manhattan, according to the Riley County Police Department activity report.

A 35-year-old Manhattan woman told police an unknown suspect took miscellanous jewelery from her vehicle. The estimated total loss assocaited with this case is approximately $2,450.00.

Police ask that anyone with information contact RCPD or the Manhattan Riley County Crime Stoppers. Using the Crime Stoppers service can allow you to remain anonymous and could qualify you for a cash reward of up to $1,000.00.


No More Sleeping In Offices: Kan. Foster Care Contractor Opening New Facility

Children entering the Kansas foster care system will soon have a new short-term place to stay in Kansas City.

With kids sleeping in their offices several nights a month, KVC Kansas, one of the state’s two foster care contractors, has been looking to open some sort of crisis center for the past year.

KVC had initially planned to open a basic shelter in January, but then realized that wouldn’t be enough. The kids most likely to be without a family member or a foster home to go to were kids with more serious behavioral or mental health problems.

The hospital arm of KVC’s  parent company is setting up and licensing a facility equipped to handle kids who might be violent or prone to run away. The new youth residential center will provide mental health services and 24-hour supervision. The facility is scheduled to open later this month.

They’ve already got a space for boys, so the new space will be a comfortable spot for up to 20 girls.

In preparation, Vanessa Brouillette, KVC Hospitals’ operations coordinator, has been choosing paint colors, spreading bright comforters over twin beds, and screwing the legs onto cozy couches and chairs.

The entryway, she said, will be a “big, open, welcoming space.”

Carla Drescher, CEO of the Blue Door Project that will be operating the new youth center for KVC Hospitals, said she’s seeing more kids with intense needs than when she started working in child welfare more than 25 years ago.

“When I think back to when I first started in the field, it’s night and day, as far as the acuity level,” she said.

That’s been reflected in long waiting lists for psychiatric residential treatment facilities, which provide more intensive psychiatric treatment. Kids on the waitlist have typically ended up in centers like the one to be opened in Kansas City, Kansas. When there isn’t enough room there, some have spent a night or two in an office.

Stays in the new youth residential center will also likely be longer than in a shelter like KVC had initially envisioned, where less than a week would be the norm.

KVC is also shifting its plans for a shelter in Wichita to reflect higher acuity needs. Instead, KVC Hospitals will be opening a pediatric psychiatric hospital with more than 50 beds in that city in early 2019.

There are more than 7,500 kids in the Kansas foster care system, a number that has increased more than 40 percent since 2005. KVC spokeswoman Jenny Kutz said the tremendous jump has pushed the organization to consider more group housing options, something KVC has historically shied away from.

“We’re not in the shelter business, historically — we built our reputation on caring for kids in family homes,” she said. “We just saw this need.”

In the mid-1990s, 30 percent of children in the state’s foster care system were in group settings, including basic shelters, youth residential centers, and psychiatric treatment facilities. That fell to a low of 4.4 percent in 2013, but that share has started to tick up again. About 7.8 percent of the foster care population, 596 kids, were in group settings in May.

“This is a great solution for now,” Kutz said of the new Kansas City youth residential center. “But ultimately, as communities, as a state, we want to reduce the number of children who need foster care and find ways to care for them in their own home communities before they even get to this point.”

The Department for Children and Families is putting more emphasis on keeping families together with its new child welfare grants, which the agency opened for bids last week. In contrast to the current contracts where the same agencies handle both foster care and family preservation, under the grant structure each region will have an agency dedicated solely to that effort.

Kansas court uphold law ending teachers’ guaranteed tenure

TOPEKA, Kan. (AP) — The Kansas Supreme Court has ruled that a state law stripping public school teachers of guaranteed tenure does not violate the state or federal constitution.

The court issued a unanimous ruling Friday against two veteran teachers who sued their Butler County school district after it did not renew their contracts in 2015.

The Republican-controlled Legislature enacted the law ending guaranteed tenure in 2014 through a measure that also boosted spending on public schools.

Before the change, teachers with three or more years in the classroom had a right to have the non-renewal of their contracts reviewed by an independent hearing officer. Local school boards now set each district’s policy.

The Supreme Court rejected the teachers’ argument that tenure represented a property right that lawmakers could not modify or take away.

Cowboy poets repeat as state champions

Manhattan, KS –It is two-in-a-row for the winners of the 2018 Kansas Cowboy Poetry contest held at the Flint Hills Discovery Center, as both Danny McCurry and Tim Keane were able to claim championships in their respective categories for the second straight year.  McCurry, from Ash Grove, Missouri , won first place in the serious poem category and Keane of rural Manhattan won in the humorous poem category.

“It takes an outstanding effort to win two years straight,” said state poetry contest chair Ron Wilson of Manhattan.  Final results were as follows:  Serious – 1st, Danny McCurry, Ash Grove, Missouri; 2nd, Tim Keane, Manhattan; and 3rd Scott Wiswell, Valley Center.  Humorous – 1st, Tim Keane, Manhattan; 2nd, Betty Burlingham, Manhattan; and 3rd, Jerry Jones, Salina.

Only those who finished in the top tier of the regional qualifying contests could compete at the state finals.  Others who competed at state included John J. Cannon of Fredonia and Dana  Moodie of Neodesha.

“Many thanks to our lead donor, the Flint Hills Discovery Center Foundation, and our other sponsors:  The Symphony in the Flint Hills, the Kansas Chapter of the Western Music Association; Flint Hills Discovery Center, Drovers National Hall of Fame, and Vanderbilts, Roberts Cowboy Outfitters and R Bar B Saddle Tack and Trailer and Outpost Western Wear who are donating prizes for the winners,” Wilson said.  “We also appreciate the support of the Manhattan Convention & Visitor’s Bureau, Manhattan Broadcasting, and the Ranchland Trust of Kansas.”

Distinguished judges included K-State Teaching and Learning Center director Dr. Jana Fallin, Senator Tom Hawk of Manhattan, Marie Martin from the Flint Hills Discovery Center Foundation, Manhattan Mayor Linda Morse, and Kansas Attorney General Derek Schmidt.

As Kansas state champions, McCurry and Keane received the coveted Governor’s Buckle, the Saddlejack Bradrick Award, discounts and gift certificates from leading western wear stores, a one-year membership in the Kansas Chapter of the Western Music Association, two tickets to the Symphony in the Flint Hills, and the opportunity to present their poems at the Ranchland Trust luncheon and at the story circle following the symphony.  Governor Jeff Colyer M.D. signed award certificates for the winners.  Lieutenant Governor Tracy Mann presented the buckles to the champions during story circle time.  In addition, the state winners will be invited to compete in the National Cowboy Poetry Rodeo.  It is not necessary to go through the state contest to enter the national rodeo because anyone can enter the National Cowboy Poetry Rodeo directly, but the Kansas winners will have their entry fees paid by the Kansas contest.
