Riley County Arrests October 26

The following summary of calls for service/reports filed by the Riley County Police Department is a portion of those received by police.  Some names, addresses, and case details are withheld to follow local, state, and federal law as well as in an attempt to protect community members from being victimized further.  Those arrested are presumed innocent until proven guilty in a court of law.

treet in Manhattan on October 25, 2016, at approximately 12:50 PM for a report of an injury traffic collision.  The collision report indicates that a white 2008 Suzuki GSX Motorcycle, driven by Jacob Balzer, 19, of Hays, Kansas, struck a black 2014 Ford Focus, driven by Samantha Migliacco, 25, of Manhattan. This collision occurred as the Ford Focus turned left in front of the motorcycle. Balzer was transported to Via Christi Hospital for the treatment of a serious injury. He was life-flighted to a medical care facility in Topeka, Kansas for further treatment. As a result of this injury collision, the area experienced closures and delays for a short time after. Police continue to investigate this collision at the time of this report.

Christopher Foster, 33, of Fort Scott, Kansas was arrested on October 25, 2016, at approximately 3:45 PM while at the Riley County Police Department. Foster was arrested on extradition warrants (X2) from Vernon County, Missouri. He was given “no bond” and at the time of this report was confined at the Riley County Jail.
